«Փաստ» օրաթերթը գրում է.
Կրթության, գիտության, մշակույթի և սպորտի նախարարությունն առաջարկում է փոփոխություն կատարել կառավարության 2018 թ. ապրիլի 12-ի N 451-Ն որոշման մեջ: Գերատեսչությունը նշում է, որ փոփոխության նպատակն է կարգավորել պարտադիր զինվորական ծառայության զորակոչից տարկետում ունեցող քաղաքացիների՝ սահմանված ժամկետներում համապատասխան տեղեկանքները ներկայացնելու գործընթացում առկա ժամանակագրային խոչընդոտները:
Կառավարության 2018 թ. ապրիլի 12-ի N 451-Ն որոշմամբ հաստատված հավելվածի 11-րդ կետով սահմանված է, որ «ստացած տարկետման ժամկետի ընթացքում յուրաքանչյուր տարվա մինչև սեպտեմբերի 30-ը քաղաքացին կամ նրա օրինական ներկայացուցիչը կամ նրա կողմից լիազորված անձը քաղաքացու զինվորական հաշվառումն իրականացրած ստորաբաժանում են ներկայացնում համապատասխան ուսումնական հաստատության կողմից տրված տեղեկանքը՝ հաջորդ կուրս փոխադրվելու վերաբերյալ»:
12-րդ կետով սահմանվում է, որ տրված տարկետման ժամկետի ընթացքում ուսումնառությունը դադարեցվելու, ինչպես նաև կարգի 11-րդ կետով նախատեսված փաստաթղթերը սահմանված ժամկետում չներկայացվելու դեպքերում պաշտպանության բնագավառի պետական լիազոր մարմինը սեպտեմբերի 30-ից սկսած 15-օրյա ժամկետում այդ մասին տեղեկացնում է կրթության և գիտության բնագավառի պետական լիազոր մարմնին՝ ներկայացնելով քաղաքացու տվյալները: Դրա հիման վրա մեկամսյա ժամկետում կրթության և գիտության բնագավառի պետական լիազոր մարմինը կառավարություն է ներկայացնում քաղաքացուն տրված տարկետումը դադարեցնելու մասին որոշման նախագիծ, որի ընդունումից հետո քաղաքացին կորցնում է տարկետման իրավունքը և ենթակա է պարտադիր զինվորական ծառայության զորակոչի:
ԿԳՄՍ-ն փաստում է, որ նշված ժամկետում սահմանված տեղեկանքները բերելու գործընթացում քաղաքացիները շատ հաճախ ունենում են խոչընդոտներ՝ պայմանավորված համալսարանի կողմից տրվող ուսումնառության վերաբերյալ տեղեկանքի ժամկետներով, ուսումնական տարին ուշ սկսվելու հանգամանքով, տեղեկանքները սահմանված ձևաչափով զինվորական հաշվառումն իրականացնող ստորաբաժանում ներկայացնելու հանգամանքով: Առաջարկվող փոփոխությունները նպատակ ունեն կատարելագործել կարգը, տեղեկանքները ներկայացնելու ժամկետները երկարացնել մինչև հոկտեմբերի 30-ը:
