Նոր արտոնություններ սահմանամերձ համայնքներին

Արմեն Վարդանյանը Ֆեյսբուքյան իր էջում գրում է.
Արտոնություններից օգտվող սահմանամերձ համայնքների ցանկը կառավարությունը համալրել է երկու նոր համայնքներով: Ճամբարակն ու Բերդը, ճիշտ է, գյուղական համայնքներ չեն, իսկ կառավարության 2015 թվականի հունվարի 15-ի որոշումը վերաբերում էր գյուղական սահմանամերձ համայնքներին, սակայն կարևոր են սահմանի պաշտպանության առումով և սահմանամերձ համայանքները համախմբողի և համակարգողի դերակատարություն ունեն:
Լինելով նախկին շրջկենտրոններ, Ճամբարակն ու Բերդը խորհրդային տարիներին էլ կտրված են եղել կենտրոնից, բավարար չափով չեն զարգացել ենթակառուցվածքները, մայրաքաղաքի և հարևան շրջանների հետ կապող ճանապարհները գտնվել են անմխիթար վիճակում:
Այս առումով կառավարության երեկվա նիստում ընդունված որոշումը ողջունելի է: Գազի, էլեկտրաէներգիայի, ոռոգման ջրի սակագնի մասնակի, գույքահարկի և հողի հարկի լրիվ փոխհատուցումը նկատելիորեն կբարելավի քաղաքային այս երկու համայնքների բնակիչների սոցիալական վիճակը:
Իսկ տնտեսվարող սուբյեկտների համար ստեղծված բարենպաստ պայմաններից օգտվելու հնարավորությունը նույնիսկ կարող է բեկումնային լինել: Ի տարբերություն գյուղական փոքր համայնքների, Բերդում և Ճամբարակում կան արտադրական և տնտեսական գործունեություն ծավալելու ավելի մեծ հնարավորություններ:
Հարկերից ազատվելու արտոնությունը ոչ միայն կարող է խթանել տեղական արտադրողին, այլև ներդրողներ ներգրավել, ինչը սահման պահող Բերդի և Ճամբարակի տարածաշրջանների համար անչափ կարևոր է:
Դա կարող է լուծել երկու կարևոր խնդիր. մեղմել գործազրկության բարձր մակարդակը, իսկ դա իր հերթին կնպաստի ներքին և արտաքին արտագաղթի նվազեցմանը:
Կառավարության ընդունած որոշումն այս առումով ևս կարևոր նշանակություն ունի, որքան էլ կապված լինի ֆինանսական որոշակի ծախսերի հետ: Եվ քանի որ սահմանամերձ համայնքների նկատմամբ այս կառավարությունը որոշակի «թուլություն» ունի, գուցե ժամանակն է մտածել Բերդի և Ճամբարակի տարածաշրջաններին ազատ տնտեսական գոտու արտոնություն տալու մասին:
