Հայտնի է թիվ 8/25 ընտրատեղամասում ուրիշի փոխարեն քվեարկելու փորձ կատարած անձի ինքնությունը

ՀՀ քննչական կոմիտեի Երևանի քննչական վարչության Մալաթիա-Սեբաստիա վարչական շրջանի քննչական բաժնում քննվող քրեական գործով պարզվել է թիվ 8/25 ընտրատեղամասում այլ անձի փոխարեն քվեարկելու փորձ կատարած անձի ինքնությունը: Ինչպես «Արմենպրես»-ին տեղեկացրին ՀՀ քննչական կոմիտեի դեպարտամենտի տեղեկատվության և հասարակայնության  հետ կապերի բաժնից, 2015թ. դեկտեմբերի 6-ին «Թրանսփարենսի Ինթեր նեշնլ հակակոռուպցիոն կենտրոն»-ի  տեղեկատվական հարթակում հրապարակվել է նյութ առ այն, որ թիվ 112 դպրոցում տեղակայված թիվ 8/25 ընտրատեղամասում ընտրողը 2 անգամ է քվեարկել, իսկ հանձնաժողովը չի արձանագրել խախտումը:

Ահազանգում մատնանշված հանգամանքներն ստուգելու ուղղությամբ ձեռնարկված միջոցառումների արդյունքում պարզվել է, որ  2015 թվականի դեկտեմբերի 6-ին՝ ժամը 12:00-ից մինչև 14:00-ն ընկած ժամանակահատվածում,  մի երիտասարդ, մոտենալով թիվ 8/25 ընտրատեղամասի հանձնաժողովի անդամ Մայիս Հարությունյանին, կնքելու համար վերջինիս է տվել իր անձնագիրը և քվեածրարը, որի ժամանակ հանձնաժողովի անդամը նկատել է, որ տվյալ անձն արդեն մեկ անգամ քվեարկել է, քանի որ անձնագրում արդեն իսկ առկա է եղել դրոշմակնիքը, և  կանչել հանձնաժողովի նախագահին: Նույն պահ ին երիտասարդը  վերցրել է անձնագիրը և շտապ հեռացել ընտրատեղամասից: Նշված փաստն արձանագրվել է թիվ 8/25 ընտրատեղամասի գրանցամատյանում:

Դեպքի առթիվ ՀՀ քննչական կոմիտեի Մալաթիա-Սեբաստիա վարչական շրջանի քննչական բաժնում հարուցված քրեական գործով  ձեռնարկվել են անհրաժեշտ քննչական գործողություններ՝ դեպքի բոլոր հանգամանքները պարզելու, առերևույթ հանցագործություն կատարած անձի ինքնությունը պարզելու ուղղությամբ։

Կատարված անհրաժեշտ գործողությունների արդյունքում պարզվել է թիվ 8/25 ընտրատեղամասում մեկից ավելի անգամ քվեարկելու փորձ կատարած անձի ինքնությունը։ Նախնական քննության տվյալներով՝ նշված ընտրատեղամասում քվեարկելու փորձ է կատարել մեկ այլ՝ թիվ 8/20 ընտրատեղամասի ընտրող  Գ.Խաչատրյանը։

Ձեռք բերված ապացույցների համաձայն՝ վերջինս 2015 թվականի դեկտեմբերի 6-ին իր ընտրատեղամասում՝ թիվ 8/20, մասնակցել է հանրաքվեին, ապա գնացել թիվ 8/25 ընտրատեղամաս՝ փորձելով այնտեղ ևս քվեարկել, սակայն իր կամքից անկախ հանգամանքներով չի կարողացել հանցագործությունն ավարտին հասցնել:

Ձեռք բերված ապացույցների համակցությամբ՝ Գ.Խաչատրյանին  մեղադրանք  է առաջադրվել ՀՀ քրեական օրենսգրքի 34-153-րդ հոդվածով: Քրեական գործը՝ մեղադրական եզրակացությամբ, ուղարկվել է նախաքննության օրինականության նկատմամբ հսկողություն իրականացնող դատախազին։
