«Փաստ» օրաթերթը գրում է.
Աշխատանքի և սոցիալական հարցերի նախարարությունն առաջարկում է փոփոխություններ կատարել կառավարության 2014 թ.-ի ապրիլի 23-ի N 460-Ն որոշման մեջ: «ՀՀ 2024 թվականի պետական բյուջեի մասին» օրենքի նախագծի 7-րդ հոդվածով նախատեսվել է, որ 2024 թ.-ին շարունակվում է «ՎՏԲ-Հայաստան Բանկ» ՓԲԸ-ում ավանդատու հանդիսացող քաղաքացիների՝ նախկին ԽՍՀՄ Խնայբանկի ՀԽՍՀ հանրապետական բանկում մինչև 1993 թ.-ի հունիսի 10-ը ներդրված դրամական ավանդների դիմաց փոխհատուցման տրամադրումը մինչև 1941 թ.-ի հունիսի 30-ը ներառյալ ծնված կամ ՀՀ պաշտպանության մարտական գործողությունների մասնակից կամ մարտական գործողությունների հետևանքով չօգտագործվող և հակառակորդի կողմից հողատարածքների գնդակոծման դեպքեր ունեցող՝ Հայաստանի սահմանամերձ համայնքներում 2014 թ.-ի օգոստոսի 1-ի դրությամբ հաշվառված անձանց, ինչպես նաև կառավարության սահմանած այլ սոցիալական խմբերին:
Ներկայում ավանդների փոխհատուցման վճարման հետ կապված հարաբերությունները համապատասխանում են «ՀՀ 2022 թվականի պետական բյուջեի մասին» օրենքի 7-րդ հոդվածով սահմանված պահանջներին, որի համաձայն, 2023 թ.-ին շարունակվում է նախկին ԽՍՀՄ Խնայբանկի ՀԽՍՀ հանրապետական բանկում մինչև 1993 թ.-ի հունիսի 10-ը ներդրված դրամական ավանդների դիմաց փոխհատուցման տրամադրումը մինչև 1940 թ.-ի հունիսի 30-ը ներառյալ ծնված կամ ՀՀ պաշտպանության մարտական գործողությունների մասնակից կամ մարտական գործողությունների հետևանքով չօգտագործվող և հակառակորդի կողմից հողատարածքների գնդակոծման դեպքեր ունեցող՝ Հայաստանի սահմանամերձ համայնքներում 2014 թ.-ի օգոստոսի 1-ի դրությամբ հաշվառված անձանց, ինչպես նաև կառավարության սահմանած այլ սոցիալական խմբերին:
Այսպիսով՝ նախկին Խնայբանկում մինչև 1993 թ.-ի հունիսի 10-ը ներդրված դրամական ավանդների փոխհատուցման վճարումները պետք է շարունակվեն նաև 2024 թ.-ին՝ փոխհատուցում տրամադրելով նաև մինչև 1941 թ.-ի հունիսի 30-ը ներառյալ ծնված անձանց: Նախագծի ընդունման դեպքում պետբյուջեի եկամուտները և ծախսերը չեն ավելանա:
