Արմեն Վարդանյանը Ֆեյսբուքյան իր էջում գրում է.

Հունվարի 14-ին կայացած նիստում որոշում է կայացվել տեսչական ստուգումների սահմանափակման ժամկետը երկարաձգել մինչև 2016թ.-ի հուլիսի 1-ը:

Սա որոշակի իմաստով կազդի երկրում գործարար միջավայրի բարելավման վրա, հատկապես փոքր և միջին ձեռնարկատիրության շրջանում տեսչական ստուգումների սահմանափակումը կարևոր քայլ է:

Այդ մասին են վկայում նաև 2015թ.-ի երկրորդ կեսին տնտեսվարողների դրական արձագանքները դեռևս 2015թ.-ի հուլիսի Կառավարության ընդունած որոշման վերաբերյալ:

Անշուշտ շուկայի մասնակիցների՝ տնտեսվարողների վերահսկողությունը պետության կարևորագույն խնդիրներից մեկն է: Սակայն պետք է ընդունենք նաև, որ երբ այդ վերահսկողությունը վերածվում է ստուգումների միջոցով պարտադիր որևէ խախտում հայտնաբերելու ձգտման, ոչ միայն ականատեսն ենք լինում արատավոր երևույթների, այլև էապես փոխվում է տնտեսվարող-պետություն փոխհարաբերության ոգին: Այս իմաստով տեսչական ստուգումների էապես սահմանափակումը դրական երևույթ է:

Միարժեքոր են հասկանալի է նաև, որ տեսչական ստուգումներից պետությունը հրաժարվել չի կարող: Դրանք անշուշտ պետք են, եթե իրականացվում են թիրախավորված և հասցեական: Իսկ դրա համար անհրաժեշտ է հստակ մշակված համակարգ ունենալ, որի միջոցով կառանձնացվեն այն տնտեսվարողները, որոնցում ստուգումների անցկացումը հիմնավորված կլինի:

Տարիներ առաջ հարկային համակարգում նման համակարգ ներդրվեց՝ ռիսկերի կառավարման համակարգը, որի միջոցով որոշվում են այն տնտեսվարող սուբյեկտները, որոնց ներկայացրած տեղեկատվության արժանահավատությունը կասկածելի է, ուստի դրանցում ստուգումներ են իրականացվում:

Նույնը պետք է ունենանք մյուս բոլոր ոլորտներում, ու քանի դեռ նման համակարգ չունենք, Կառավարության որոշումնարդարացված է:

Հիշեցնեմ, որ այս որոշումը չի վերաբերվում հարկային ստուգումներին: Հաշվի առնելով պետական բյուջեի եկամուտների ապահովման խնդիրը, ինչպես նաև ստվերային շրջանառության կրճատման կարևորությունը, ՀՀ Ֆինանսների նախարարությունը շարունակում է ստւգումները ֆինանսական ցածր կարգապահություն դրսևորող հարկ վճարողների շրջանում:

Պետք է նշենք նաև, որ շարունակվելու են ստուգումները մանկապարտեզներում և դպրոցներում՝ ելնելով երեխաների անվտանգ և որակյալ սննդի կազմակերպման կարևրությունից, կամ երբ այնպիսի ահազանգեր կան, համաձայն որոնց էական վտանգ է սպառնում հանրային անվտանգությանը, այլոց իրավունքներին, կյանքին և առողջությանը և այլն:
