Ջրային տնտեսության պետական կոմիտեն սկսել է խմելու ջրի վարձակալի ընտրության մրցույթը

ՀՀ կառավարությունը ձեռնամուխ է եղել խմելու ջրի ոլորտում «երկրորդ սերնդի» բարեփոխումների իրականացմանը: Ինչպես «Արմենպրես»-ին տեղեկացրին ՀՀ Ջրային տնտեսության պետական կոմիտեի տեղեկատվական կենտրոնից, այդ բարեփոխումների շրջանակներում քայլերից մեկը «Երևան Ջուր», «Հայջրմուղկոյուղի», «Լոռի-ջրմուղկոյուղի», «Շիրակ-ջրմուղկոյուղի» և «Նոր Ակունք» ընկերությունն երի կողմից սպասարկվող տարածքներում պետական-մասնավոր գործընկերության հետագա խորացումն է՝ նպատակ հետապնդելով բարելավել ջրամատակարարման շարունակականությունը, ծառայությունների որակը, ջրային ռեսուրսների կառավարման արդյունավետությունը և ոլորտի ֆինանսական կենսունակությունը։

ՀՀ կառավարության որոշումներով ամրագրվել է, որ գործող պետական-մասնավոր գործընկերության (ՊՄԳ) պայմանագրերի ժամկետը լրանալուց հետո, մրցութային եղանակով ընտրվելու է մեկ օպերատոր, որին վարձակալական հիմունքներով 15 տարի ժամկետով փոխանցվելու է «Երևան Ջուր», «Հայջրմուղկոյուղի», «Լոռի-ջրմուղկոյուղի», «Շիրակ-ջրմուղկոյուղի» և «Նոր Ակունք» փակ բաժնետիրական ընկերությունների կողմից օգտագործվող ու պահպանվող ջրային համակարգերի և այլ գույքի օգտագործման իրավունքը, և հանրապետության ողջ տարածքում կիրառվելու է ջրամատակարարման և ջրահեռացման ծառայությունների միասնական սակագին։

Վերակառուցման և զարգացման եվրոպական բանկի, Գերմանիայի զարգացման բանկի և Եվրոպական ներդրումային բանկի դրամաշնորհային ֆինանսավորմամբ մրցույթի կազմակերպման օժանդակության նպատակով ընտրվել և ներգրավվել են 3 միջազգային խորհրդատվական ընկերություններ. Fichtner (Գերմանիա)՝ ՊՄԳ անցումային խորհրդատու, աջակցում է մրցույթի նախապատրաստմանն ու անցկացմանը, Ramboll (Դանիա)՝ իրականացնելու է ջրամատակարար ընկերությունների տեխնիկական և ֆինանսական աուդիտ, Accounting & Audit Reform Consultants (AARC Ltd) (Իռլանդիա)` աջակցելու է գույքի հաշվառման, վերագնահատման և կադաստրային գ րանցման հարցերում:

ՀՀ կառավարության 15 հոկտեմբերի 2015թ. N 1233-Ն որոշմամբ սահմանվել է, որ վարձակալի ընտրությունը կազմակերպվելու է մրցակցային երկխոսության ընթացակարգով։ Նույն որոշմամբ սահմանվել են նաև գնման ընթացակարգի մասնակից ընկերություններին ներկայացվող նախաորակավորման պահանջները։

ՊՄԳ անցումային խորհրդատուի աջակցությամբ ՀՀ գյուղատնտեսության նախարարության ջրային տնտեսության պետական կոմիտեն (ՋՏՊԿ) պատրաստել է մրցույթի նախաորակավորման կազմակերպման փաթեթը, որը հաստատվել է ՀՀ կառավարության կողմից։

Համաձայն «Գնումների մասին» ՀՀ օրենքի 21-րդ հոդվածի` 2015 դեկտեմբերի 15-ին ՋՏՊԿ-ը հրապարակել է նախաորակավորման հայտարարությունը ինչպես գնումների պաշտոնական տեղեկագրում (www.gnumner.am), այնպես էլ միջազգային UN Development Business (www.devbusiness.com) կայքում։ Նախաորակավորման հայտերի ներկայացման վերջնաժամկետ (նախաորակավորման հայտերի բացման օր) է սահմանված 2016 թվականի հունվարի 21-ը: Նախաորակավորման արդյունքում կկազմվի մրցույթին մասնակցելու իրավունք ունեցող ընկերությունների կարճ ցուցակ, որոնց էլ 20 16թ. մարտի սկզբին կուղարկվեն մրցույթի մասնակցության հրավերներ (մրցութային փաթեթ):
