Պետությունը օրինական ուժ գործադրելու մենաշնորհ է

Արմեն Հովասափյանը ֆեյսբուքյան իր էջում գրում է.
Պետությունը քաղաքակրթության հնագույն ինստիտուտներից մեկն է, ա յն առաջացել է մոտ 10000 տարի առաջ՝ Միջագետքի առաջին հողագործական համայնքներում։ Չինաստանում զարգացած բյուրոկրատական պետություն է գոյություն ունեցել հազարամյակների ընթացքում։ Եվրոպայում ժամանակակից պետությունը, որն ունի հսկայական բանակ, ուժեղ հարկային մարմիններ, կենտրոնացված բյուրոկրատիա, և որը գերագույն լիազորություններ է իրականացնում հսկայական տարածքներում, ունի չորս կամ հինգ հարյուրամյակների պատմություն՝ ֆրանսիական, իսպանական և շվեդական միապետությունների ձևավորման ժամանակներից ի վեր։
Պետությունը քաղաքական իշխանության կազմակերպումն է, որը նպաստում է հասարակական կոնկրետ շահերի իրականացմանը որոշակի տարածքի շրջանակներում:
Պետությունը նաև քաղաքական ինստիտուտների ամբողջություն է, որի գլխավոր նպատակն է հասարակության ամբողջականության պահպանումը:
Պետությունը երկրի կարևորագույն ատրիբուտներից է, որով բնորոշվում է քաղաքական իշխանության կայացումը։ Երկրների պետական կարգը կարող է սահմանվել մի քանի չափանիշերով:
Ժողովրդավարական արժեքի գնահատում՝ ժողովրադավարականից մինչև ոչ ժողովրդավարական կարգեր՝ ավտորիտարիզմ, դիկտատուրա, ռազմական ռեժիմ, գաղութատիրություն և այլն:
Այն եղանակը, որով որոշվում է պետության գլուխը՝ հանրապետություն, միապետություն, աստվածապետություն և այլն:
Պետական փիլիսոփայություն, որի վրա հիմնված է պետական կարգը՝ կոմունիզմ, կապիտալիզմ։
«Պետական կարգ» և «կառավարություն» հասկացությունները նույնական չեն. հնարավոր է մեկ պետական կարգ (օր. հանրապետություն) ունեցող երկրում գործի առանձնահատուկ կառավարություն։ Իսկ միատար պետություն, դաշնություն (ֆեդերացիա) և միություն (կոնֆեդերացիա) հասկացություներրը վերաբերում են սահմանադրական կարգին։
