Ադրբեջանում պահվող լիբանանահայ գերի Վիգեն Էուլջեքջյանի ընտանիքը հայտարարություն է տարածել․

«Անցեալ Հինգշաբթի օր կատարուած, Հայաստանի և Ազրպէյճանի համատեղ յայտարարութեան հրապարակումէն, որուն միջոցաւ պարզ դարձաւ, որ պայմանաւորուածութիւն գոյացած է կողմերուն միջեւ, ըստ որուն Պաքուն ազատ պիտի արձակէ 32 հայ կալանաւորներու (26 զինուորական և 6 քաղաքացիական անձ), Երևանի կողմէն երկու Ազրպէյճանցի զինուորներու ազատ արձակման դիմաց, մեզի մէկէ աւելի կողմեր տեղեկացուցին, որ 2020 թուականի Նոյեմբերէն ի վեր  կալանաւորուած Վիգէն Իւլճէքեանի անունը ներառուած է ազատ արձակուողներու ցուցակին մէջ, որ նաեւ հրապարակուեցաւ զանազան լրատուամիջոցներու կողմէ:

 Սակայն այսօր, կէսօրէ առաջ մենք զարմանքով տեղեկացանք, որ փոխանակուածներուն մէջ Վիգէնը պիտի չըլլայ, և անոր անունը փոխարինուած է մէկ այլ հայ գերիի անունով։ Արդարեւ յետմիջօրէին փոխանակման գործողութեան իրականացմամբ մենք հասկցանք, որ Վիգէնը չկայ ազատագրուած գերիներուն շարքին մէջ:

Այս առիթով մենք կոչ կ՛ուղղենք բոլոր շահագրգիռ երկրներուն և մարդասիրական հաստատութիւններուն, որոնց մէջ առաջինը կու գայ Լիբանանը, որուն զինուորական հաստատութեան զաւակն էր Վիգէնը, ինչպէս նաեւ  Հայաստանին, աշխատիլ՝ արագ կերպով ներառել Վիգէնի  անունը այս փոխանակման յաջորդող ազատ արձակման առաջին իսկ գործարքին մէջ»:
