«Փաստ» օրաթերթը գրում է.
Տարածքային կառավարման և ենթակառուցվածքների նախարարությունը և Երևանի քաղաքապետարանը հանրային քննարկման են ներկայացրել երկու նախագիծ: Առաջինը «Ներհամայնքային ավտոբուսային կանոնավոր փոխադրումների սպասարկումը գնման գործընթացի միջոցով կազմակերպելու պահանջները հաստատելու մասին» նախագիծն է:
2022 թ.-ի դեկտեմբերի 17-ին ուժի մեջ մտած «Ավտոմոբիլային տրանսպորտի մասին» օրենքով կանոնավոր ուղևորափոխադրումների կազմակերպման դրույթներում կատարվել են օրենսդրական փոփոխություններ, մասնավորաբար՝ օրենքի 11-րդ հոդվածի 1-ին մասով սահմանվել է, որ ներհամայնքային ավտոբուսային կանոնավոր փոխադրումները կարող են կազմակերպվել նաև «Գնումների մասին» օրենքի պահանջներին համապատասխան իրականացված գնման գործընթացի միջոցով։ Օրենքի 11-րդ հոդվածի 15-րդ մասով նախատեսվել է, որ «Գնումների մասին» օրենքի պահանջներին համապատասխան ներհամայնքային ավտոբուսային կանոնավոր փոխադրումների սպասարկումը գնման գործընթացի միջոցով կազմակերպելու պահանջները հաստատում է կառավարությունը և մշակվել է նշված նախագիծը:
Երկրորդ նախագիծը վերաբերում է պայմանագրերի կնքմանը և մրցույթների անցկացմանը: «Ավտոմոբիլային տրանսպորտի մասին» օրենքում փոփոխություններ և լրացումներ կատարելու մասին» օրենքի 11-րդ հոդվածի 11-րդ մասով նախատեսվել է, որ ներհամայնքային ավտոբուսային կանոնավոր փոխադրումները 100 տոկոս համայնքային մասնակցությամբ օպերատորի կողմից իրականացվելու դեպքում երթուղիների սպասարկման պայմանագիրը նրա հետ կնքվում է առանց մրցույթ անցկացնելու կամ գնման գործընթաց կազմակերպելու: 100 տոկոս համայնքային մասնակցությամբ օպերատորի կողմից ներհամայնքային ավտոբուսային կանոնավոր փոխադրումների կազմակերպման պահանջները նույնպես հաստատում է կառավարությունը։ Ուստի մշակվել և հանրային քննարկման է ներկայացվել «100 տոկոս համայնքային մասնակցությամբ օպերատորի կողմից ներհամայնքային ավտոբուսային կանոնավոր փոխադրումների կազմակերպման պահանջները հաստատելու մասին» նախագիծը:
Նախագծերի ընդունմամբ լրացուցիչ ֆինանսական միջոցների անհրաժեշտություն չի առաջանում, պետական և տեղական ինքնակառավարման մարմինների բյուջեներում ծախսերի և եկամուտների էական ավելացում և նվազեցում չի նախատեսվում:
