Արագ փչացող բեռի՝ օդային տրանսպորտով տեղափոխման ծախսերը մասնակի կփոխհատուցվեն․ «Փաստ»

«Փաստ» օրաթերթը գրում է.
Էկոնոմիկայի նախարարությունը հանրային քննարկման է ներկայացրել «ՀՀ տարածքից արտահանման նպատակով արագ փչացող բեռի՝ օդային տրանսպորտով տեղափոխման դեպքում առաջացած ծախսերի նվազեցմանն ուղղված միջոցառումը հաստատելու մասին» նախագիծը: Նպատակն է արագ փչացող բեռի՝ օդային տրանսպորտով տեղափոխումը մատչելի դարձնելը՝ ծախսերի մասնակի փոխհատուցման եղանակով։ Այս պարագայում բեռ է համարվում ՀՀ ծագման թարմ միրգը, բանջարեղենը, հատապտուղը և ծաղիկները, թարմ պաղեցված տավարի, խոզի և թռչնի միսը, պաղեցված ձուկը։ Հաշվի առնելով ՍտեփանծմինդաԼարս ճանապարհով բեռների արտահանման ժամկետները, ըստ այդմ ՀՀ ռեզիդենտ բազմաթիվ ընկերությունների կողմից այդ ցամաքային ուղիով բեռների տեղափոխման արդյունքում կրած վնասները, մասնավորաբար արագ փչացող բեռների մասով, անհրաժեշտություն է առաջացել մշակել այս նախագիծը։
Շահառուներին ծառայության մատուցման արժեքի փոխհատուցման գումարի չափը կազմում է ծառայության մատուցած արժեքի 50 տոկոսը, բայց ոչ ավելի, քան մեկ կիլոգրամի համար 1000 (հազար) դրամը։ Յուրաքանչյուր շահառու ծառայությունը կարող է ստանալ մեկից ավելի անգամ։ Ներկայումս արտահանողները շուտ փչացող բեռների մասով Լարսի փակման ժամանակ չունեն այլընտրանքային ճանապարհով բեռների տեղափոխման հնարավորություն, կամ առկա հնարավորությունը լրացուցիչ ծախս է ենթադրում, ինչը բերում է ապրանքի մրցունակության անկմանը, ուստի առաջարկվող նախագծով նշված խնդիրների արդյունավետ լուծման նպատակով նախատեսվում է փոխհատուցել այլընտրանքային ճանապարհով բեռների տեղափոխման ժամանակ առաջացող լրացուցիչ ծախսերը։
Նախագծի ընդունումը հնարավորություն կտա ՀՀ բեռնափոխադրող ընկերությունների համար բեռների տեղափոխմանն առնչվող լոգիստիկ ենթակառուցվածքներն առավել հասանելի դարձնել և նվազեցնել խոչընդոտները, խթանել միջազգային շուկա հայկական արտադրության ապրանքների արտահանումը, էականորեն մեծացնել բեռնափոխադրումների ծավալները։ Շահառուներին ծառայության մատուցման արժեքը մասնակի փոխհատուցվում է պետբյուջեից, ընդ որում՝ փոխհատուցվում է տվյալ տարվա համար շահառուներին մատուցված ծառայությունների մասով, բայց ոչ ավելի, քան տվյալ տարվա համար պետբյուջեի մասին օրենքով սահմանված սահմանաչափից (գումարից) ավելի՝ առաջնայնությունը տալով ներկայացված հայտերին՝ ըստ ներկայացման ժամանակագրության։
