ԲԴԽ նախագահ Կարեն Անդրեասյանը նամակ է գրել Ձմեռ պապին։
«Բաց նամակ Ձմեռ պապին և բոլոր բարի մարդկանց։
Երազում եմ, որ 2024 թվականին կատարվեն իմ 5 խնդրանքները.
1. Բացահայտվեն ու դատապարտվեն այսքան զտումներից, հորդորներից ու նախազգուշացումներից հետո դատական համակարգում ծվարած վերջին եզակի կոռուպցիոներները: Բացահայտվեն նաև բոլոր այն կառույցներն ու անհատները, ում մեղքով ձգձգվեցին կամ տապալվեցին հայտնի քրեական գործերը: Այս ամենը բացահայտվի, որպեսզի այլոց պատճառով կամ 4-5 դատավորի մեղքով այլևս չվարկաբեկվի ու հեղինակազրկվի ողջ դատական համակարգը:
2. Ամենավատ վիճակում է մնում վարչական արդարադատության ծանրաբեռնվածությունը: Նախորդ տարի լուծեցինք քաղաքացիական, քրեական և հակակոռուպցիոն դատարանների խնդիրների մեծ մասը, ու մարդիկ այստեղ կսկսեն ողջամիտ ժամկետներում արդարություն գտնել արդեն 2024-ի գարնանը: Սակայն դեռ անմխիթար վիճակում է վարչական դատարաններում գործերի ձգձգման վիճակը: Բեռնաթափող օրենսդրական նախագիծը պատրաստ է, հուսով եմ՝ հաջորդ տարի այս ծանր խնդիրը լուծող բոլոր մեր առաջարկները կյանքի կկոչվեն:
3. Անմխիթար վիճակում են Գավառի, Մարտունու, Սիսիանի դատարանները, շատ տխուր պայմաններում են մեր Աբովյանի, Հրազդանի, Արթիկի ու Դիլիջանի նստավայրերը: Նման դատարանի շենք մտնող քաղաքացին դժվար թե շատ հարգի դատական համակարգն ու դրա ընդունած ակտերը: Հաջորդ տարի պետք է այնպես անենք, որ չունենանք դատարանի ոչ մի ամոթալի շենք:
4. Դատական ծառայողները (օգնական, քարտուղար, կարգադրիչ և այլ) այսօր ստանում են 100-200 հազար դրամ աշխատավարձ և կատարում են տաժանակիր ու բոլորիդ ճակատագրերի համար չափազանց կարևոր աշխատանք: Շատ եմ խնդրում, շատ` թո՛ղ բարձրանան նրանց աշխատավարձերը:
5. Մեզ պետք է դատավորների գնահատման նոր համակարգ, որպեսզի անկախ նրանից, թե ով կլինի Բարձրագույն դատական խորհրդում` դատավորները մոտիվացված լինեն բարձր որակի աշխատանք կատարել: Այսինքն` որպեսզի դատավորների առաջխաղացումը, տեղափոխումը, պարգևատրումը լինի արդար, որ իրենք էլ արդար լինեն ձեր հանդեպ: Գնահատման նոր համակարգը մշակված է, մնում է եկող գարնանը փորձարկենք, ու հետո արդեն այն հաստատվի օրենքով:
