Պարզաբանելով, թե ինչ նկատի ուներ՝ ասելով՝ քաղաքացին տուգանքի մատերիալ չէ՝ կառավարության նիստում Նիկոլը փորձել է արդարացնել բալային համակարգն ու հայտարարել, որ այն մտցրել են, որպեսզի մարդիկ տուգանքի մատերիալ չլինեն: «Հիմա մարդը չի կարող է՛լ էդպես անել, որովհետև այդ տուգանքի բալերը կկուտակվեն և ինքը կզրկվի մեքենա վարելու հնարավորությունից, իսկ եթե զրկված վիճակում վարի մեքնան, դրա համար քրեական պատասխանատվություն է նախատեսված։ Արձանագրում ենք, որ քաղաքացին տուգանքի մատերիալ չէ, նրա խախտումը չենք խրախուսում, բայց եթե շարունակում է խախտում անել, մենք իրեն ասում ենք, որ ՀՀ-ի ճանապարհներով ավտոմեքենա չպետք է վարես»,- գովաբանել է Նիկոլը բալային համակարգը:
Վերջերս տպավարություն է ստեղծվում, թե Հայաստանի առաջնային գերխնդիրը մեքենաներն ու մեքենայատերերն են. Ավինյան Տիկոն մի կողմից է «հարկերը» տասնապատկում, շեֆն էլ, փաստորեն, կրկին կենտրոնացել է վարորդական վկայականների ուղղությամբ՝ փորձելով համոզել, թե ինքը «նախկիններից» ավելի լավն է: Արագաչափերի վերջը տալու խոստմամբ իշխանության եկածները պարծենում են, թե բալային համակարգ են հնարել՝ ապացուցելու, որ թալանչիներ չեն:
Այնինչ տեղի է ունենում հետևյալը․ իշխանությունները, տեղյակ լինելով տնտեսության իրական վիճակի ու բյուջետային հնարավորությունների մասին, որոշում են կայացրել չորով մտնել հասարակության՝ քիչ թե շատ վճարունակ խավի գրպանը: Փող է հարկավոր և վերջ, իսկ փողը պետք է քերել ոչ թե ասենք ՔՊ-ականների պարգևավճարներից, այլ՝ «բանտաժներից», և սա՝ այն դեպքում, երբ հայտնի է, թե 2018-ին Նիկոլը մարդկանց ինչ էր խոստանում:
