Արցախի նախկին պետնախարար Արտակ Բեգլարյանի Ամանորյա ուղերձը․
«Սիրելի՛ Հայրենակիցներ,
Այս տարին ամփոփելիս բոլորս մտաբերում ենք առաջնահերթորեն արյուն, կորուստ, արտասուք, ազգային մեծագույն ողբերգություն, խարան, քանի որ կորցրել ենք մեր հինավուրց և սրբազան Հայրենիքը, մեր արժանապատվությունն ու արժեհամակարգի հենասյունը: Իրականում անհնար է բառերով նկարագրել այն ցավը, որն ապրել ու ապրում են արցախահայությունը և Արցախի բացառիկ արժեքը գիտակցող հայերը:
Մյուս կողմից, սա մեր պատմության ավարտը չէ, և կյանքը շարունակվում է՝ իր մարտահրավերներով ու հնարավորություններով հանդերձ: Ուստի, մենք պարտավոր ենք գալիք տարին և տարիներն օգտագործել արդյունավետ կերպով՝ վերականգնելու մեր արժանապատվությունն ու անդորրը, փայփայելու Հայոց Հայրենիքի մնացյալ մասը և արժանապատիվ կերպով վերադառնալու Արցախ: Այդ նպատակը ենթադրում է ազգային գաղափարախոսություն ու համախմբում, արդյունավետ կառավարում ու հզոր Հայոց Պետականություն:
Թո՛ղ 2024 թվականը բերի արժեհամակարգային հարություն և երկարաժամկետ պայքարի ոգի մեր ժողովրդի համար, իսկ յուրաքանչյուր հայի օջախին՝ երջանկություն, ներդաշնակություն ու խաղաղություն: Թո՛ղ կորչեն անցնող տարվա մեղքերը, զրկանքներն ու դժբախտությունները:
Շնորհակալություն Հայրենիքի ու մեր բոլորիս արժանապատվության պաշտպանության գործում այս տարի ևս ներդրում ունեցած անձանց՝ զոհված թե ողջ: Հատուկ խոնարհումս բոլոր ժամանակների զոհվածների հարազատներին և այժմ Հայոց Հայրենիքի սահմանները հսկող պաշտպաններին: Ներողություն բոլոր հայրենակիցներիս իմ բաժին բացթողումների համար:
Սրտանց ու ամուր գրկում եմ բոլոր նրանց, ովքեր գիտակցում են Արցախի արժեքը, խորապես ցավում են մեր կորուստների համար և զգում են պատասխանատվություն Մայր Հայաստանը փայփայելու և Արցախը վերադարձնելու ապագա պայքարի մեջ: Իսկ Արցախի էջը փակելու ցանկություն ունեցող անձինք կա՛մ դարձի կգան, կա՛մ մեկ օր կառերեսվեն Ժողովրդի ու Աստծո արդար դատաստանին:

Բոլորիս միահամուռ հավատքով ու ջանքով՝ մենք մեկ օր անվտանգ ու արժանապատիվ կերպով տոնելու ենք այս տոները կրկին Արցախում, վերագտնելու ենք մեր սրտերն ու հոգիներն այնտեղ»։
