Տարածաշրջանի բոլոր հարցերը պետք է լուծվեն երկխոսության միջոցով, բոլոր երկրների տարածքային ամբողջականությունը պետք է պահպանվի, իսկ տվյալ երկների բնակիչների իրավունքները հարգվեն յուրաքանչյուր երկրի ազգային ինքնիշխանության շրջանակում։ Այս մասին Հանրային հեռուստաընկերությանը տված հարցազրույցում հայտարարել է Հայաստանում Իրանի Իսլամական Հանրապետության արտակարգ և լիազոր դեսպան Մեհդի Սոբհանին՝ անդրադառնալով հարցին, թե ինչ դիրքորոշում ունի Թեհրանն Արցախից ավելի քան 100 հազար հայերի բռնի տեղահանման վերաբերյալ։
Ըստ Իրանի դեսպանի՝ ռազմական գործողությունները չեն կարող լուծել տարածաշրջանային արմատական խնդիրները, դրանք լուծելու համար պետք է բացահայտել հակամարտության արմատները, և դա կարող է տեղի ունենալ երկխոսության և խաղաղ հաղորդակցության միջոցով։
Սոբհանին հիշեցրել է, որ ամիսներ առաջ Կապանում հանդիպել է տեղահնված հայերի հետ՝ հասկանալու՝ ինչու և ինչ պայմաններում են նրանք լքել իրեն տները։
«Այն պատգամը, որը նրանք խնդրեցին ինձ փոխանցել, այն էր, որ իրենք ցանկանում են անհրաժեշտ պայմաններ ստեղծվեն Ղարաբաղ՝ իրենց տներ վերադառնալու համար։ Հարցրեցի նրանց, թե ինչու են լքել իրենց տները, ասացին՝ ստիպված են եղել, որովհետև ֆիզիկապես անվտանգ չէին զգում իրենց»,- ասել է Սոբհանին։
Ըստ դեսպանի՝ Հայաստանն ու Ադրբեջանը բոլոր հարցերի առնչությամբ ընդհանուր փոխըմբռնման հասնելու համար պետք է խոսեն միմյանց հետ։
«Սա մի փաթեթ է, որի շրջանակում նրանք պետք է կարողանան հասնել փոխըմբռնման, որը կապահովի կայուն խաղաղության հաստատումը։ Դրա երաշխիքը կարող է լինել տարածաշրջանի երկրների մասնակցությունը, ինչի վառ օրինակը 3+3 ձևաչափով հանդիպման անցկացումն է Թեհրանում։ Երբ տարածաշրջանի երկրներն աջակցեն Հայաստանի և Ադրբեջանի միջև ձեռք բերված պայմանավորվածություններին, դա ամենամեծ երաշխիքը կարող է լինել տարածաշրջանում մշտական և կայուն խաղաղության հասնելու համար»,- ասել է Սոբհանին։
