Տնտեսական «զինանոցը» 2016 թվականին

Համաշխարհային տնտեսական և քաղաքական իրադարձություններն առաջ են բերում նոր օրակարգ: Պետությունները պետք է ինտեգրվեն և ձեռնարկեն որոշակի քայլեր առաջացած մարտահրավերներին դիմակայելու համար: Գաղտնիք չէ, որ 2015-ի տնտեսական մարտահրավերների ծանրությունը հավասարազոր էր ճգնաժամային 2009-ին: Այնուամենայնիվ, Հայաստանը կարողացավ դիմակայել՝ գրանցելով ԵԱՏՄ անդամ երկներից ամենաբարձր տնտեսական աճը:
Այս տարվա կանխատեսումներով, սպասվում է, որ տնտեսական տարին պետք է ավարտել 2,2 տոկոս տնտեսական աճով: Ճիշտ է, կանխատեսվող ցուցանիշը այդքան էլ մեծ չէ, սակայն այն իրատեսական է:
Փորձենք հասկանալ թե ինչ տնտեսական «զինանոց» ունենք այս տարվա համար:
ՌԴ-ի և Թուրքիայի հարաբերությունների վատացման արդյունքում սահմանափակվեց թուրքական ապրանքների ներկրումը ռուսական շուկա, ինչի արդյունքում առաջացան զգալի բացեր, հատկապես ջերմոցային ապրանքների համար: Այդ բացը հայկական արտադրանքով լրացնելու, և արտահանման ծավալները ավելացնելու նպատակով պետությունը պատրաստակամություն հայտնեց աջակցել հայ արտադրողներին: Գաղտնիք չէ, որ Հայաստանում առկա են բազմաթիվ գյուղացիական տնտեսություններ, բայց դրանք փոքր են: Խնդրի լուծման նպատակով առաջարկվեց ավելացնել կոոպերատիվների թիվը, որոնք կմիավորեն գյուղացիական փոքր տնտեսությունները: Կոոպերատիվների ավելացման շնորհիվ հնարավոր կլինի օգտվել ստեղծված իրավիճակից և ավելացնել արտահանման ծավալները:
Տուրիզմի ոլորտում այս տարի ունենք կարևոր իրադարձություններ: Հայաստանը հյուրընկալելու է զբոսաշրջության ոլորտի երկու խոշոր միջոցառումներ:
Առաջին համաժողովը UNWTO-ի աֆիլացված անդամների համաժողովն է, որի 480 աֆիլացված անդամների մեծամասնությունը զբոսաշրջության ոլորտի առաջատար ընկերություններ են: Երկրորդ համաժողովի կազմում են 39 երկրներ ներկայացնող հյուրանոցային և զբոսաշրջության ավելի քան 150 դպրոցներ: Բացի վերը նշված միջոցառումներից, ոլորտի զարգացման համար այս տարի պետական բյուջեից 188 մլն դրամ է հատկացվելու, որը ուղվելու է մարզերում տեղեկատվական կենտրոններ հիմնելուն: Դա նաև կնպաստի աշխատատեղերի ավելացմանը:
Արդյունաբերական ոլորտում առկա ցուցանիշներն իրենց ազդեցությունն են թողնում մեր երկրի ՀՆԱ-ի ձևավորման վրա: Այստեղ իհարկե շատ մեծ է արտաքին գործոնների ազդեցությունը: Վերջին տարիներին պղնձի գները զգալի անկում են ապրել: Այդ է պատճառը, որ նախորդ տարի արդյունահանման ծավալները զգալիորեն ավելացան ՝ բացը լրացնելու համար: Համաշխարհային շուկայում գները շարունակում են նվազել, ինչը լրացուցիչ խնդիր կարող է առաջացնել այս ոլորտում: Արդյունաբերությունը զարգացնելու նպատակով,սպասվում է որ այս տարվա գարնանը կսկսվեն Ամուլսարի ոսկու հանքավայրի շահագործման աշխատանքները: Դրա շնորհիվ հնարավոր կլինի զբաղվածությամբ ապահովել 1500 մարդու, ինչպես նաև խթանել արտասահմանյան ներդրումներն այս ոլորտում:
Սպասենք նաև նոր միջոցառումների և ծրագրերի մնացած ոլորտներում: Այնուամենայնիվ պետք է փաստենք, որ այս երեք ծրագրերի բարեհաջող իրականացումը դրական ազդեցություն է ունենալու տնտեսական աճի վրա:
