Խրախուսական նորմեր են նախատեսվում՝ տուգանքների վճարման կապակցությամբ

Գործադիրը հավանություն է տվել «Վարչական իրավախախտումների վերաբերյալ ՀՀ օրենսգրքում փոփոխություններ և լրացումներ կատարելու մասին», «ՀՀ վարչական դատավարության օրենսգրքում փոփոխություններ և լրացում կատարելու մասին», «Վարչարարության հիմունքների և վարչական վարույթի մասին» օրենքում լրացում կատարելու մասին» և «Պետական տուրքի մասին» օրենքում լրացում կատարելու մասին» օրենքների նախագծերին: Ազգային ժողովի կողմից օրինագծերի փաթեթի ընդունման արդյունքում
Տեսանկարահանող կամ լուսանկարահանող սարքերով հայտնաբերված վարչական իրավախախտումների վերաբերյալ կայացված գործերով որոշումը էլեկտրոնային փոստի հասցեով ստանալու դեպքում քաղաքացիների համար տուգանքի գումարը կնվազի 20 տոկոսի չափով։
Առավելապես ճանապարհային երթևեկության բնագավառի մի շարք խախտումների վերաբերյալ գործերով որոշումն ստանալուց հետո 15-օրյա ժամկետում վճարելու պարագայում տուգանքի գումարը կնվազի 30 տոկոսի չափով։ Ընդ որում, եթե քաղաքացիները համաձայնեն որոշումը ստանալ էլեկտրոնային եղանակով, ապա 15-օրյա ժամկետում վճարելու դեպքում գումարը կնվազի արդեն 20 տոկոսով նվազեցված գումարից։
Նշված խախտումներով օրենքների ընդունման պահին արդեն իսկ կայացված և չկատարված, ինչպես նաև հարկադիր կատարման փուլում գտնվող որոշումներով տուգանքի գումարի 50 տոկոսը վճարված լինելու կամ եռամսյա ժամկետում վճարելու դեպքում պարտականությունը կհամարվի պատշաճ կատարված։ Համապատասխան կատարողական գործողությունների ծախսերը կհաշվարկվեն տուգանքի գումարի` վճարված 50 տոկոսի հիման վրա։
ՀՀ վարչական դատարանների ծանրաբեռնվածությունը նվազեցնելու նպատակով ՀՀ ՆԳՆ ոստիկանության վարչական ակտերը դատական կարգով կվիճարկվեն միայն վարչական կարգով բողոքարկվելուց հետո։ Բացի այդ, մի շարք վարչական իրավախախտումների վերաբերյալ գործեր, որոնք քննում են վարչական դատարանները ՀՀ ՆԳՆ ոստիկանության հայցադիմումի հիման վրա, օրենքների փաթեթը ուժի մեջ մտնելուց հետո կքննվեն Ոստիկանության կողմից։
Երթևեկության անվտանգության կապակցությամբ հնարավոր չարաշահումների ռիսկերը նվազեցնելու նպատակով կվերանայվի ապօրինի կայանման (կանգառի) համար բալային համակարգը։
