ՀՀ արտաքին և ներքին պարտքը 2023թ. նոյեմբերի դրությամբ կազմում է ավելի քան 11,2 մլրդ ԱՄՆ դոլար։ Եթե ավելի ավելի պարզ. Հայաստանում 4 հոգանոց յուրաքանչյուր ընտանիք արդեն իսկ ունի 15. 000 դոլարի պետական պարտք, մեկ մարդու պարտքը կազմում է մոտ 3.600 դոլար։
 
Պարտք վերցնելը նորմալ պրակտիկա է բոլոր պետությունների համար, բայց կարևոր է, որ այն վերահսկվի և չհատի հարկաբյուջետային կարմիր գիծը՝ չգերազանցի ՀՆԱ֊ի հետ հարաբերակցության 60%֊ը(որը մեր պետությունն արդեն իսկ հատել է 2020թ. դրությամբ), հակառակ դեպքում այն խոչընդոտ է դառնում պետության զարգացման, տնտեսության և անվտանգության կայունության, արտաքին տնտեսական հարաբերություններում հետագա վստահության, երկրի բնակչության սոցիալ֊տնտեսական բարեկեցության համար։ Գումարը ճիշտ կառավարելու պարագայում այն պիտի տա դրական դինամիկա տնտեսական աճի, արտադրության խթանման, կարևոր ներդրումների տեսքով։ Եվ հատկապես Հայաստանը, լինելով սուղ նյութական ռեսուսների տիրապետող երկիր, պետք է կարողանա գումարի մեծ մասն ուղղել բանակի վերազինմանը, անվտանգության ապահովմանը, աշխատատեղերի ստեղծմանը, ֆինանսական կազմակերպությունների ու բանկային համակարգերի համալրմանը, ճարտարապետությանն ու ճանապարհաշինությանը, գիտության ու նոր տեխնոլոգիաների զարգացմանը, այսինքն ապահովել գումարի հետագա շրջանառությունը պետության ներսում։ Հակառակ դեպքում մեծ չափի գումարը վերածելով ընթացիկ ծախսի՝ այն դառնում է հնարավորության կորուստ, ավելին, վերածվում է ահռելի ֆինանսական բեռի, որն ավելի է աճելու տարեկան տոկոսների տեսքով։ Արտաքին ու ներքին պարտքի բեռը մնում է ինչպես պետության, այնպես էլ նրա ողջ բնակչության ուսերին՝ ամեն մի ընտանիքի ու անհատի համար վերածվելով դժվար կենցաղի և ծանր սոցիալական պայմանների տեսքով ժառանգության։
 
Ի՞նչ են ասում բոլոր ժամանակների թալանչիներին տասնապատիկ գերազանցած այս թյուրքակենտրոն թալանչիների խմբակի անդամներն ու իրենց լոկոմոտիվը. ասում են, որ այդ գումարները ծառայում են Հյուսիս֊հարավ ճանապարհի կառուցմանը։ Սա ակնհայտ ծաղր է ուղղված հազարավոր կենսաթոշակառուներին, սոցիալապես անապահով ընտանիքներին, տուն ու տեղ կորցրած արցախահայությանը, ֆինանսների պատճառով հետընթաց ապրող կրթությանն ու մշակույթին, առհասարակ երկրին եւ ժողովրդին։
 
Օր առաջ կանգնեցնելով մի ամբողջ պետության ու ժողովրդի ճակատագիրը խաղալիք դարձրած այս անկուշտներին՝ մենք ոչ միայն կբացենք իրական խաղաղության ճանապարհը, այլեւ իրական տնտեսական զարգացման ուղին։
