Ծանր հանցանքի համար հետախուզվողը հայտնաբերվեց Իսպանիայում 22 տարի անց

1994 թվականի օգոստոսի 11-ին ոստիկանության Մաշտոցի բաժնի կողմից հետախուզում էր հայտարարվել 1975 թ. ծնված Արման Հովհաննիսյանի նկատմամբ՝ ՀՀ քր. օր.-ի 34-104 հոդվածի 2-րդ մասի 10-րդ կետի եւ 176 հոդվածի 2-րդ մասի 4-րդ կետի հատկանիշներով նախատեսված հանցագործություններ կատարելու համար՝ սպանության փորձ, որը կատարվել է խուլիգանական դրդումներով եւ կողոպուտ, որը զուգորդվել է կյանքի կամ առողջության համար ոչ վտանգավոր բռնություն գործադրելով կամ դա գործադրելու սպառնալիքով։
2000 թվականի փետրվարի 28-ին նրա նկատմամբ հայտարարվեց միջազգային հետախուզում։
Հովհաննիսյանին հայտնաբերելու ուղղությամբ ձեռնարկվեցին մի շարք անհրաժեշտ միջոցառումներ, որոնք տեւական ժամանակ դրական արդյունք չէին տալիս։
2009 թ.-ին ՀՀ-ում Ինտերպոլի ԱԿԲ-ում օպերատիվ տեղեկություններ ստացվեցին, որ Արման Հովհաննիսյանը Իսպանիայում սպանության փորձ եւ կողոպուտ կատարելու համար այդ երկրում դատապարտվել էր այլ անձի տվյալներով։
ՀՀ-ում Ինտերպոլի ԱԿԲ-ի, ՀՀ ոստիկանության քրեական հետախուզության գլխավոր վարչության եւ Իսպանիայում Ինտերպոլի ԱԿԲ-ի հետ համատեղ ձեռնարկվեցին լայնածավալ միջոցառումներ՝ Հովհաննիսյանին հայտնաբերելու ուղղությամբ։
Ծավալուն միջոցառումներն, ի վերջո, տվեցին ցանկալի արդյունքը եւ միջնորդություն ներկայացվեց Իսպանիայի Թագավորության իրավասու մարմնին՝ նրան էքստրադիցիայի ենթարկելու վերաբերյալ։ Պարզվեց, որ Իսպանիայի դատական մարմնի որոշմամբ՝ Հովհաննիսյանի պատժի կրման ժամկետը լրանում է 2021 թվականին։
Չնայած այն հանգամանքին, որ Հովհաննիսյանի կողմից ՀՀ-ում կատարված առանձնապես ծանր հանցագործություններից անցել էր 22 տարի եւ հետախուզվողը գտնվում էր արտերկրում այլ անձի անձնական տվյալներով, Ինտերպոլի ուղիներով ՀՀ իրավապահ մարմինների հետ համատեղ ձեռնարկված միջոցառումների արդյունքում հնարավոր դարձավ ապահովել պատժի անխուսափելիության սկզբունքի իրագործումը եւ 2016 թվականի հունվարի 15-ին ՀՀ ոստիկանության քրեական հետախուզության գլխավոր վարչության եւ ՀՀ-ում Ինտերպոլի ԱԿԲ ծառայողների համատեղ օպերատիվ խմբի կողմից Մադրիդ-Մոսկվա-Երեւան չվերթի ինքնաթիռով վերջինս տեղափոխվեց Հայաստան։
