«Ապրելու երկիր» կուսակցության անդամ Դավիթ Մարգարյանը ֆեյսբուքյան իր էջում գրել է. 

Երբ 2013 թվականին «Տեղական ինքնակառավարման մասին» ՀՀ օրենքում կարևոր լրացումներ կատարվեցին բնակիչների մասնակցության ուղղությամբ, և 2016 թվականին նույն օրենքի նոր խմբագրմամբ ևս կարևոր ամրագրումներ եղան տեղական իշխանությունների գործունեության թափանցիկության և հրապարակայնության մասով, համակարգով շահագրգիռ հանրության մոտ մեծ հույսեր առաջացան։

Դրանցից ամենակարևորներից մեկն այն էր, որ խոշոր համայնքների ավագանու նիստերը գոնե սկսվելու են հեռարձակվել ուղիղ եթերով, և այսուհետ տեղական իշխանությունները կդադարեն ավագանու նիստերի քվորում ապահովել և որոշումներ ընդունել՝ տնետուն ընկած ստորագրություններ հավաքելով։ Ավելին, տեղական և միջազգային բազմաթիվ կազմակերպություններ մեծ ոգևորությամբ աջակցեցին համայնքներին, որպեսզի նրանց ձեռք բերեն համապատասխան տեխնիկա՝ ուղիղ եթերը կազմակերպելու համար։

Նիստերի հեռարձակման կարևորությունը էլ ավելի առանցքային դարձավ համայնքների խոշորացումից հետո, երբ համայնքի բնակիչները արդեն պետք է հետևեին նիստերին ոչ միայն համայնքի կենտրոն բնակավայրից, այլև մյուս բնակավայրերից (այդ թվում բավականին հեռադիր)։

Որոշ համայնքների մեծ հաջողություններ գրանցեցին այս ուղղությամբ՝ դառնալով իրապես օրինակելի։

Սակայն երբ որոշ համայնքներում գործող իշխանական խմբակը իր իսկ ֆրակցիայի ավագանու անդամներին նիստին բերելու ու քվորում ապահովելու խնդիր ունի, բայց պարտավոր է նիստը ուղիղ հեռարձակել, խիստ պատահաբար տեխնիկական խնդիրներ են առաջանում, ուղիղ եթերը անջատվում է, իսկ հետո պարզվում է, որ նիստը կայանալու համար քվորում լավ էլ եղել է, ամեն ինչ նորմալ է, բոլորն էլ տեղում էին։ Չարակամ մարդիկ փոքր տեխնիկական թերությունը սարքում են հայոց հարցը... Եվ ընդհանրապես, բոլորը մեղավոր են, բացի էդ խմբակից։
Տեխնոլոգիական առաջընթացի այս ժամանակաշրջանում, իհարկե, ուղղակի ծիծաղելի է նման պարզ և «մանկական» խնդիրների մասին խոսելը։ Լրագրող գործընկերներին հարցնենք, տասնյակ հուշումներ կտան, թե ինչպես է հնարավոր նույնիսկ էլեկտրամատակարարման դադարեցման ժամանակ անխափան ուղիղ եթեր ապահովել։

Իհարկե շատ լավ է, որ ՀՀ օրենսդրության այս պահանջը ևս մեկ խոչընդոտ է հանդիսանում որոշ անձեռահաս իշխանությունների համար համայնքում տնայնավարությամբ առաջնորդվելու համար, սակայն, ինչպես տեսնում ենք, այն բավարար չէ ապօրինությունը կանխելու համար։ Հաջորդ քայլը կատարելու ժամանակն է։

Անհրաժեշտ է ուղիղ իրավական կապ ստեղծել ավագանու նիստի կայանալու, դրա ուղիղ հեռարձակման անհրաժեշտության և նիստին ընդամենը մեկ քաղաքական ուժի մասնակցության միջև։
