2023 թվականի հունվարի 15-ին ադրբեջանական Milli TV յութուբյան ալիքում տեղադրվեց մի տեսանյութ, որը նկարահանվել է օկուպացված Արցախի Հաթերք գյուղի՝ Արցախյան պատերազմի զոհերի հիշատակին կառուցված հուշահամալիրում և նրան հարակից տարածքում: Այս մասին ահազանգում է Արցախի հուշարձանների մշտադիտարկմամբ զբաղվող Monument Watch կազմակերպությունը։
«Տեսանյութում երևում է, որ Արցախյան առաջին պատերազմի տարիներին գյուղի ինքնապաշտպանության զոհերի հիշատակը հավերժացնող հուշահամալիրը և շրջակա գերեզմանոցը ենթարկվել են վանդալիզմի: Մասնավորապես շրջված են Հաթերք գյուղի պաշտպանների դիմանկարներով հուշաքարերի մեծ մասը, ինչպես նաև որոշ գերեզմանաքարեր: Տեսանյութը նկարահանել են հուշահամալիրի մոտ ինչ-որ աշխատանքներ իրականացնող ադրբեջանցիները: Տեսանյութում նաև երևում է, որ աշխատանքային գործիքներ, գազի բալոն տեղադրված են հուշաքարերի վրա:
Հաթերք գյուղը բավականին տուժել է Արցախյան առաջին պատերազմի տարիներին: 1992 թվականին Ադրբեջանի զինված ուժերը փորձել են հայաթափել ու ոչնչացնել գյուղը: 1992-1993 թվականներին գյուղը երկու անգամ օկուպացվել է ադրբեջանական զինված ուժերի կողմից: Հաթերք գյուղի 19 խաղաղ բնակիչ, որոնք չէին հասցրել հեռանալ ադրբեջանական ներխուժման ժամանակ սպանվել են ադրբեջանցի զինվորականների կողմից։ Գյուղի ինքնապաշտպանության և ազատագրման համար մղված մարտերում զոհվել է 57 հոգի: Զոհվածների հիշատակին նվիրված եղբայրական գերազմանատանը կանգնեցված հուշահամալիրի կառուցման աշխատանքները սկսվել էին 2002 թվականին և ավարտվել 2005-ին։
Մեր արձագանքը
Համաձայն «Զինված հակամարտությունների ժամանակ մշակութային արժեքների պաշտպանության մասին» 1954 թվականի Հաագայի կոնվենցիայի 4-րդ հոդվածի՝ արգելված է մշակութային ժառանգության հանդեպ վանդալիզմի, գողության, կողոպուտի, յուրացման, թշնամանքի և հաշվեհարդարի ցանկացած գործողություն։ Ըստ Հաագայի 1954 թվականի առաջին արձանագրության՝ արգելված է գրավյալ տարածքներում ոչնչացնել մշակութային կամ հոգևոր արժեքները։ Հաագայի 1999 թվականի երկրորդ արձանագրությունը վերահաստատում է այս պահանջը և այդպիսի արարքը՝ ըստ 15-րդ հոդվածի, որակում որպես միջազգային հանցագործություն։ Մշակութային արժեքների ոչնչացման գործողություններն արգելվում են նաև Ժնևի 1949 թվականի օգոստոսի 12-ի պատերազմից տուժածների պաշտպանության, պատերազմի օրենքների և սովորույթների վերաբերյալ միջազգային չորս կոնվենցիաների և արձանագրութունների, ինչպես նաև ՄԱԿ-ի համապատասխան բանաձևերի և Մարդու իրավունքների պաշտպանության պայմանագրերի», - նշված է կազմակերպության հաղորդագրության մեջ։
