«Փաստ» օրաթերթը գրում է.

Արդարադատության նախարարությունն առաջարկում է փոփոխություններ և լրացումներ կատարել «Քրեակատարողական ծառայության մասին» օրենքում: Նախատեսվող կարգավորումներն ուղղված են քրեակատարողական ծառայության մասնագիտական համապատասխան ներուժ ունեցող նոր կադրերի պատրաստմանը, նրանց սոցիալական ապահովության անհրաժեշտ մակարդակի սահմանմանը, որը կնպաստի քրեակատարողական համակարգն ավելի գրավիչ դարձնելուն: Նախարարությունը կարծում է՝ այս համատեքստում առաջնային քայլերից մեկը քրեակատարողական ծառայության վերափոխումն է, որը հնարավորություն կտա ոչ միայն կառուցվածքային, այլև գործառութային առումով ունենալ այնպիսի ստորաբաժանումներ, որոնք առավել արդյունավետ կլուծեն ծառայության առջև դրված խնդիրները և կլրացնեն միմյանց։

Ներկայում ՔԿՀ-ների արտաքին պահպանության և ներսում՝ անվտանգության ապահովման գործառույթներ իրականացվում են երկու տարբեր ստորաբաժանումների՝ պահպանության և անվտանգության ապահովման ծառայողների կողմից։ Նման կառուցվածքով և գործառույթների տարանջատմամբ, միմյանց հետ արդյունավետորեն չփոխկապակցված երկու ստորաբաժանումների գործունեությունը հանգեցնում է դրանց միջև փոխգործակցության և արդյունավետ կառավարման խնդիրների ծագմանը: Մինչդեռ նշված ուղղություններում արդյունավետ աշխատանքն առաջնային կարևորություն ունի ՔԿՀ-ների կենսագործունեության համար՝ արտաքին պահպանության, ներքին անվտանգության ապահովման, հիմնարկներում նոր հանցագործությունների և այլ իրավախախտումների կանխման համար։

Հենց այս պատճառով էլ, ըստ նախարարության, անհրաժեշտ է ՔԿՀ-ներում ստեղծել նոր՝ Անվտանգային կառավարման ստորաբաժանում, որն իր մեջ կներառի հիշյալ երկու ստորաբաժանումների գործառույթները, հնարավորություն կընձեռի նոր ստեղծված ստորաբաժանման ծառայողների ուժերն արդյունավետ օգտագործել ըստ անհրաժեշտության՝ թե՛ արտաքին պահպանության, թե՛ ՔԿՀ-ի ներսում անվտանգության ապահովման խնդիրներն իրականացնելիս։ Նոր ստեղծվող ստորաբաժանումը չի հանդիսանալու նշված երկու ստորաբաժանման մեխանիկական միավորում, այլ հանգեցնելու է էական բովանդակային փոփոխությունների քրեակատարողական ծառայողների թե՛ գործառույթների, թե՛ հմտությունների առումով:

Սկզբնական շրջանում անվտանգային կառավարման ստորաբաժանումը կներդրվի «Սևան» ՔԿՀ-ում: Անվտանգային կառավարման ստորաբաժանում առաջին անգամ ընդունվող անձինք, ովքեր ուսումնական դասընթացներից հետո կստանան դրական գնահատական, կհամարվեն ատեստավորված, և նրանց համար կհաշվարկվի հավելավճար։
