Ի՞նչ է սպասվում «Նաիրիտին» բաժնետոմսերը և գույքը կալանքից հանելուց հետո

Կառավարությանը վերջապես կարծես հաջողվել է լուծել «Նաիրիտի» բաժնետոմսերը եւ գույքը կալանքից հանելու հարցը, որի շուրջ տեւական ժամանակ բանակցություններ էին վարվում ԱՊՀ Միջպետական բանկի հետ։ Ընկերության բաժնետոմսերը եւ գույքը հայկական կողմին կփոխանցվի խորհրդանշական գումարով։ Օտարման 100 դոլար գնով «Հայգազարդին» կտրվի «Ռայնովել Փրոփերթի Լիմիթեդ» ընկերության նկատմամբ Միջպետական բանկի ունեցած վարկային պահանջի իրավունքը։ Նույն կերպ կառաջարկվի ռուսական կողմին «Նաիրիտ-2»-ին զիջել «Նաիրիտ գործարանի» պարտավորությունները։

Ի՞նչ կտա ընկերությանը բաժնետոմսերը եւ գույքը կալանքից հանելը, պարզ կլինի առաջիկայում։ Ամեն դեպքում, դեռ վաղ է ասել, թե անգամ դրանից հետո որքանով հնարավոր կլինի «Նաիրիտում» իրականացնել վերագործարկման ծրագրեր։ Ինչպես վկայում է Համաշխարհային բանկի կողմից նախաձեռնված աուդիտը, գործարանի ապագան խիստ մշուշոտ է։ Կատարված ուսումնասիրությունը հիմք է տվել եզրակացնելու, որ բարձր ինքնարժեքի պատճառով այն ի վիճակի չէ մրցակցել շուկայի մյուս մասնակիցների հետ։ Բազմաթիվ այլ գործոնների թվում դրան խանգարում են նաեւ էլեկտրաէներգիայի եւ գազի թանկ լինելը։ Որպես բարձր ինքնարժեքի պատճառ նշվում են տեղափոխման ծախսերը։

Ուսումնասիրության հեղինակների կարծիքով` «Նաիրիտը» վերագործարկելու համար կպահանջվի 210-346 մլն դոլար։ Դժվար է ասել, թե ինչով է պայմանավորված գումարի նման մեծ միջակայքը, բայց ակնհայտ է, որ անգամ նվազագույն ծախսերի դեպքում խոսքը բավական պատկառելի միջոցների մասին է։ Դա եւս ծանր բեռ է համարվում արտադրության արդյունավետ կազմակերպման համար։ Սրանք խնդիրներ են, որոնք, ըստ աուդիտի ներկայացված եզրակացության, նվազեցնում են «Նաիրիտի» գործարկման հնարավորությունները։ Առավել եւս, առկա պարտքային պարտավորությունների պայմաններում, որոնք հասնում են 250 մլն դոլարի։ Վերցրած վարկերը եւ կրեդիտրոկան պարտքերը կրկնակի ավել են, քան ընկերության ակտիվները։ Աուդիտորական փորձագետների գնահատումներով, ձեռնարկության հիմնական միջոցների հաշվեկշռային արժեքը կազմում է 117 մլն դոլար։

Իհարկե, «Նաիրիտի» վերագործարկման հնարավորությունների վերաբերյալ այլ է ձեռնարկության կոլեկտիվի կարծիքը։ Նրանք հակված են այն մտքին, որ շատ ավելի քիչ ֆինանսական միջոցներով կարելի է վերագործարկել գործարանը եւ մրցունակ արտադրանք տալ։ Որքանո՞վ է դա հնարավոր, դժվար է ասել։ Ամեն դեպքում նախորդ շրջանի փորձը վկայում է, որ իրականացվող ներդրումներից եւ որոշ ժամանակ աշխատելուց հետո ընկերությունը դարձյալ հայտնվում է նույն շրջապտույտում։ Թեեւ այն լուրջ պարտքեր է կուտակում նաեւ չաշխատելու դեպքում։

Կանգառի վիճակում «Նաիրիտն» անվտանգ պահելու համար պահանջվում է ամսական 2-3 մլրդ դրամ։ Եթե հաշվի առնենք, որ վերջին չորս տարիներին գործարանը չի աշխատել, ապա կստացվի, որ այդ ընթացքում ընկերությունը կուտակել է նվազագույնը 96 մլրդ դրամի նոր պարտք։ Այս պայմաններում դժվար է ասել, թե ինչպիսին է լինելու «Նաիրիտի» ճակատագիրը՝ անգամ բաժնետոմսերը եւ գույքը կալանքից հանելուց հետո։ Պարզ է սակայն, որ այս հսկա ընկերությունը չի կարող այսպես երկար գոյատեւել։
