Azg.am-ի զրուցակիցն է սահմանադրագետ Վարդան Պողոսյանը։

-Պարո՛ն Պողոսյան, Նիկոլ Փաշինյանն օրերս հայտարարեց նոր Սահմանադրություն ունենալու անհրաժեշտության մասին։ Ի՞նչ խնդիր է նա փորձում սրանով լուծել, ո՞րն է իրական նպատակը։

-Իմ կարծիքով Նիկոլ Փաշինյանը փորձում է իր կապիտուլյացիան ամրագրել նոր Սահմանադրությամբ, որպեսզի կարողանա խուսափել խաղաղության պայմանագրի ստորագրման հետ կապված մի քանի բարդություններից։ Նա փորձում է նոր Սահմանադրության միջոցով ստեղծել մի այնպիսի իրավիճակ, որ մենք այլևս չունենանք Հայաստանի երրորդ Հանրապետություն, Անկախության հռչակագրի վրա հիմնված Հայաստանի Հանրապետություն, որտեղ ամրագրված են մի քանի դրույթներ, որոնց առկայությունը խանգարում է Նիկոլ Փաշինյանին, որպեսզի նա համաձայնությունների գա Ադրբեջանի և Թուրքիայի հետ։

Հիմնական նպատակն, իմ կարծիքով, սա է։

-Այսինքն՝ ըստ էության՝ Հայաստանին նոր Սահմանադրություն պետք չէ։

-Իհարկե, պետք չէ։ Հայաստանը չունի նոր Սահմանադրության կամ Սահմանադրության փոփոխության խնդիր։ Հայաստանն ունի անվտանգության խնդիր և Հայաստանի անվտանգությունն այսօր խարխլված է Նիկոլ Փաշինյանի ջանքերով։ Եվ որպեսզի նա կարողանա իր սև գործը մինչև վերջ հասցնել, ցանկանում է նաև Սահմանադրության փոփոխության կամ նոր Սահմանադրության միջոցով հանել այն բոլոր իրավական արգելքները, որոնք կանգնած են իր կապիտուլյացիոն ճանապարհին։

-Ի՞նչ ռեալ վտանգներով է հղի ՀՀ Սահմանադրությունը փոխելու գործընթացը։ Որո՞նք են լինելու նոր Սահմանադրության հետևանքները։

-Ավելացնելու բան, ըստ էության, չունեմ։ Պարզապես եթե Փաշինյանին հաջողվի ընդունել նոր Սահմանադրություն, մենք այլևս չենք ունենալու Հայաստանի անկախ Հանրապետություն, այլ ունենալու ենք մի կիսագաղութային վիճակում գտնվող տարածք, որտեղ ռեալ իշխանությունը չի իրականացվելու հայ ժողովրդի կողմից։
