Սուրճի քաշը նշել են ավելի շատ, իսկ էժան արժեք ունեցող ապրանքների քաշը՝ ավելի քիչ. ՊԵԿ բացահայտումը

Մաքսային ծառայության աշխատակիցներն օրերս հսկողության են ենթարկել Բագրատաշենի մաքսային կետ-բաժին ժամանած երկու ընկերության («ԱԳԱԹ ԱՇՈՏ» ՍՊԸ, «ԿԱՖԵ ԴՅՈՒ ԲՐԱԶԻ» ՍՊԸ) բեռներ տեղափոխող բեռնատար տրանսպորտային միջոցը: Ուղեկցող փաստաթղթերի համաձայն` Հայաստանի Հանրապետությունից դեպի Ռուսաստանի Դաշնություն պետք է տեղափոխվեին մի քանի ապրանքներ, այդ թվում` սուրճ, հանքային ջուր և այլն:
Մաքսային հսկողության արդյունքում պարզվել է, որ Հայաստանի Հանրապետությունում գրանցված ընկերությունները բեռն ուղեկցող փաստաթղթերում սուրճի քաշը նշել են ավելի շատ, քան փաստացի առկա է եղել բեռնատարում, իսկ այլ` ավելի էժան արժեք ունեցող ապրանքների քաշը, ցույց են տվել փաստացի բեռնատարում առկա քաշից ավելի քիչ։
Ըստ էության, բեռնատարում առկա ապրանքների ընդհանուր քաշը պահպանելով` ընկերությունները փաստացի չտեղափոխվող, սակայն ավելի թանկ արժեք ունեցող ապրանքը` սուրճը, փորձել են ձևակերպել իբրև ՀՀ-ից արտահանվող ապրանք:
Արդյունքում, նկարագրված սխեմայի միջոցով փորձ է արվել արտահանել ընդհանուր շուրջ 17 տոննա փաստացի բեռնատարում չգտնվող սուրճ, որը մաքսային մարմինների կողմից իրականացված միջոցառումների արդյունքում բացահայտվել և կանխարգելվել է:
Պետական եկամուտների կոմիտեի նախնական գնահատմամբ նշված ապօրինի սխեմայի նպատակն է եղել՝ ընկերությունների ապրանքային մնացորդները ստվերային եղանակով ՀՀ տարածքում իրացնելը` քողարկելով դրանք ԵԱՏՄ երկրներ արտահանման փաստաթղթավորմամբ` միաժամանակ հետ ստանալով ձեռքբերման ԱԱՀ-ի գումարները և հետևաբար թաքցնելով նաև ՀՀ տարածքում սուրճի վաճառքից առաջացող ԱԱՀ-ն:
Ներկայումս Կոմիտեի կողմից իրականացվում են բազմակողմանի միջոցառումներ` դեպքերի ամբողջական շրջանակը պարզելու ուղղությամբ:
ՊԵԿ-ը հորդորում է զերծ մնալ տարատեսակ սխեմաների կիրառումից, քանի որ նման ոչ օրինապահ վարքագիծ դրսևորող բոլոր տնտեսվարող սուբյեկտների նկատմամբ կիրառվելու է հարկային և մաքսային վարչարարության ամենախիստ գործիքակազմը:
