«Փաստ» օրաթերթը գրում է.

Պաշտոնական տվյալներով, Երևանում 2023-ին բնակարանների առքուվաճառքի գործարքները նվազել են մոտ 24 տոկոսով։ Ի դեպ, նվազել են նաև օտարերկրյա քաղաքացիների կողմից գնված ու վաճառված անշարժ գույքի ցուցանիշները։ Մասնավորապես, 2023-ին օտարերկրացիների կողմից գնված անշարժ գույքի գործարքները նվազել են 15,6 տոկոսով, իսկ վաճառքի գործարքները՝ 6 տոկոսով։ Այդուամենայնիվ, պարզվում է, որ հատկապես մայրաքաղաքում գները շարունակել են բարձրանալ: Ինչի՞ մասին է խոսում այս հանգամանքը: Տարբեր փորձագետների հետ մեր զրույցները հակիրճ ամփոփելով՝ կարելի է նշել, որ առաջին հերթին գործ ունենք արհեստական գերարժևորման հետ, ընդ որում՝ տարբեր հաշվարկներով՝ 20-25 տոկոսի սահմաններում:

Տնտեսագետների կարծիքով, արհեստական ձևավորված գնաճը խթանել են կառավարությունն ու Կենտրոնական բանկը՝ եկամտային հարկի հետվերադարձով։ Ուշագրավ է, որ հիպոտեկային վարկի տոկոսադրույքի դիմաց եկամտահարկի վերադարձի ծրագրով 2021 թվականին պետբյուջեից վճարվել է մոտ 36 մլրդ դրամ, 2022- ին՝ 52 մլրդ, 2023-ին՝ արդեն մոտ 80 մլրդ դրամ: Ինչ վերաբերում է անշարժ գույքի շուկայի պասիվությանը, ապա այստեղ էլ գործ ունենք մի քանի հանգամանքի հետ. նախ, ըստ մասնագետների, իրենց դերն են խաղացել մարդկանց եկամուտների անհամաչափ աճը, տնտեսական աճի կառուցվածքն այն կտրվածքով, որ դա հիմնականում կապ չունի տնտեսության իրական զարգացումների հետ, անվտանգային խնդիրները, ինչպես նաև հանրության մեջ վաղվա օրվա նկատմամբ անորոշության ավելացումը։ Միևնույն ժամանակ մասնագետները մտահոգություն են հայտնում, որ անշարժ գույքի շուկան կարող է պայթել, քանի որ առաջարկը առավել կնվազի, շատ կտրուկ կընկնեն նաև գները՝ հատկապես այն բանից հետո, երբ եկամտահարկի վերադարձի գործոնը դուրս գա:

Բանն այն է, որ այս ծրագրից հիմնականում օգտվել են և օգտվում են միջին ու բարձր եկամուտ ունեցողները, չնայած նախատեսված է եղել սոցիալապես առավել անապահով ու բնակարանի իրական կարիք ունեցող շերտի համար: Սակայն եկամտահարկի վերադարձը «փակելով»՝ պետությունը վերջիններիս հարցն այդպես էլ չի լուծել ու ոչինչ չի էլ առաջարկում: Այսպես ասած՝ «պահեստային» տուն գնողները, որոնք միջին ու բարձր եկամուտ ունեցողներն են, առանց եկամտահարկի վերադարձի, բնականաբար, գնում չեն կատարի, արդյունքում այս շուկան իրապես կարող է փլուզվել:
