«Փաստ» օրաթերթը գրում է.
Դեռևս 2019 թվականին Նիկոլ Փաշինյանն ասում էր. «Ճիշտ չեմ համարում, որ սահմանադրությունները երկրում հաճախակի փոխվեն»: Դրանից հետո, նաև դրանից առաջ նա ժամանակ առ ժամանակ խոսում էր միայն սահմանադրական փոփոխությունների մասին, ընդ որում, շեշտելով, որ կառավարման համակարգի փոփոխության անհրաժեշտություն չկա: Եվ ահա, վերջերս նա խոսեց նոր Սահմանադրություն ընդունելու անհրաժեշտության մասին: Շատերը կարծում են, որ դրանով նա կատարում է Ադրբեջանի ու Թուրքիայի պահանջը, մասնավորաբար կապված նրա հետ, որ կհանվի հղումը Անկախության հռչակագրին, որտեղ հիշատակում կա Լեռնային Ղարաբաղի, Հայոց ցեղասպանության ճանաչման օրակարգի մասին: Հավանական է համարվում, որ Սահմանադրությունից հանվի Հայ առաքելական եկեղեցու հատուկ կարգավիճակի մասին դրույթը:
«Փաստ» թերթի տեղեկություններով, այս ամենի հետ միասին, Փաշինյանը փորձելու է սահմանադրական հանրաքվե անցկացնելով՝ խուսափել արտահերթ ընտրություններից: Բանն այն է, որ, մեր դիվանագիտական աղբյուրների փոխանցմամբ, Արևմուտքը ցանկանում է, որ Ալիևի նման Փաշինյանն էլ գնա ընտրությունների և ստանա լիարժեք լեգիտիմություն՝ «խաղաղության պայմանագիրը» ստորագրելու համար: Ավելին, ցանկալի է համարվել արտահերթ ընտրություններն անցկացնել մայիսին, իսկ ֆորս մաժորի դեպքում՝ սեպտեմբերին: Սակայն Նիկոլ Փաշինյանը վստահ է, որ անհնար է նույնիսկ վարչական լծակներով ստանալ մեծամասնություն, ուստի ցանկանում է անցկացնել հանրաքվե՝ որպես վստահության յուրատեսակ քննություն: Հաշվի առնելով վերջին ընտրությունների փորձը՝ ընտրողների մասնակցության ցածր տոկոսի հետ կապված, ինչպես նաև լուրջ կասկածներ ունենալով հանրաքվեի արդյունքների առումով, մեր տեղեկություններով, Փաշինյանն իր թիմի «իրավաբանական համայնքին» հանձնարարել է գտնել «լազեյկաներ»՝ մինչ հանրաքվեն Սահմանադրության մեջ ԱԺ-ի միջոցով փոփոխություն անելու համար:
Մասնավորաբար, ցանկանում են փոխել 207-րդ հոդվածը, այսինքն, այն դրույթը, որ հանրաքվեի դրված ակտն ընդունվում է, եթե դրան կողմ է քվեարկել հանրաքվեի մասնակիցների կեսից ավելին, բայց ոչ պակաս, քան հանրաքվեներին մասնակցելու իրավունք ունեցող քաղաքացիների մեկ քառորդը: Սակայն թե՛ այս ցանկությունը, թե՛ հանձարարությունը լուրջ մտահոգություն են առաջացրել իրավաբանների շրջանում. հարցն այն է, որ գործող Սահմանադրության 202-րդ հոդվածի 1-ին կետով այդ փոփոխությունը հնարավոր է միայն հանրաքվեի միջոցով:
