Կոռուպցիայի դեմ պայքարում առաջընթացը կանգ է առել. TI-ն փշրում է ՔՊ-ի անուրջները

Մինչ Հայաստանի գործող իշխանությունները փորձում են համոզել, թե Հայաստանում համակարգային կոռուպցիան վերացված է, միջազգային կառույցներն ամեն անգամ իրենց զեկույցներով կրկին ու կրկին ապացուցում են, որ Նիկոլ Փաշինյանի վարչախումբը ստախոսների սովորական կույտ է։
«Transparency International»-ի կողմից հրապարակվել է 2023 թվականի կոռուպցիայի ընկալման համաթիվը, որը ցույց է տալիս, թե պետությունների մեծ մասը քիչ, կամ ոչ մի առաջընթաց չի գրանցել հանրային ոլորտում կոռուպցիայի դեմ պայքարում։ Հայաստանի կոռուպցիայի ընկալման համաթիվը նախորդ տարվա համեմատ աճել է մեկ միավորով և հավասարվել 47-ի, ընդ որում հաշվի առնելով այն փաստը, որ Հայաստանի կոռուպցիայի ընկալման համաթվի չափման ստանդարտ սխալի չափը հավասար է 2,54-ի և դա ավելի մեծ է քան համաթվի արժեքի մեկ միավոր աճը, կարելի է պնդել, որ այս փոփոխությունը վիճակագրորեն նշանակալի չէ, ինչը նշանակում է, որ Հայաստանում կոռուպցիայի դեմ պայքարում առաջընթացը պարզապես կանգ է առել։
Կազմակերպությունը նշում է, որ 2018 թվականի այսպես կոչված հեղափոխությունից հետո երկու տարիներին Հայաստանը զգալի ժողովրդավարական և հակակոռուպցիոն բարեփոխումների ականատեսն է դարձել, սակայն հետագա տարիներին առաջընթացը կանգ է առել, առաջին հերթին այդ բարեփոխումների իրականացման սահմանափակ մասշտաբների պատճառով։ Չնայած նրան, որ Հայաստանը, ինչպես տարածաշրջանի շատ այլ երկրները, դիմակայում է անվտանգության սպառնալիքներին, ունի բավարար ներուժ հաղթահարելու այդ դժվարությունները և կիրառելու արդյունավետ քաղաքականություն, ավելի կառավարելի դարձնելու համար կոռուպցիան։
Վերացարկվելով այս տերմիններից՝ կարող ենք հերթական անգամ փաստել, որ միջազգային կազմակերպությունը կոռուպցիայի դեմ պայքարում Հայաստանի իշխանությունների գործողությունները գնահատում է անբավարար, ֆիքսում, որ մեր երկրում վերջին, առնվազն մի երկու տարվա ընթացքում, կոռուպցիայի կանխարգելման ոլորտում գրեթե ոչինչ չի արվել։ Գործող իշխանությունների համար չափազանց բարդ է լինելու մանիպուլացնել այս տվյալները և հերթական անգամ հայտնվելու են չափազանց տխուր իրավիճակում, երբ նույնիսկ իրենց գործընկեր միջազգային կառույցներն են արձանագրում գործող վարչախմբի անձեռնահասությունը և դիլետանտիզմը։
