ԱՄՆ սենատորները բանաձև են ներկայացրել Ադրբեջանի մարդու իրավունքների իրավիճակի և ԱՄՆ աջակցության վերանայման վերաբերյալ

ԱՄՆ սենատորներ Էդ Մարքին  և Բիլ Քեսիդին ներկայացրել են բանաձև, որով զեկույց են պահանջում Ադրբեջանի մարդու իրավունքների իրավիճակի վերաբերյալ: Այս մասին հայտնում են ԱՄՆ Հայ դատի հանձնախմբից:

Սենատորներ Էդ Մարքին  և Բիլ Քեսիդին  ներկայացրել են երկկուսակցական բանաձև՝ խնդրելով զեկույց ներկայացնել Ադրբեջանի մարդու իրավունքների իրավիճակի վերաբերյալ՝ համաձայն Օտարերկրյա աջակցության ակտի 502B(c) բաժնի (Օտարերկրյա աջակցության մասին ակտի 502B(c) բաժինը թույլ է տալիս Կոնգրեսին տեղեկատվություն պահանջել որևէ երկրի մարդու իրավունքների իրավիճակի վերաբերյալ և փոխել կամ դադարեցնել ԱՄՆ անվտանգության աջակցությունն այդ երկրին՝  ստացված տեղեկատվության լույսի ներքո):

Բանաձևը պետքարտուղարությունից տեղեկատվություն է պահանջում Ադրբեջանի մարդու իրավունքների խախտումների վերաբերյալ՝ ինչպես երկրի ներսում, այնպես էլ Լեռնային Ղարաբաղի դեմ նրա շարունակական ռազմական հարձակման ժամանակ, որը հանգեցրել է հայ բնակչության էթնիկ զտումների: Սենատորներ Մարկո Ռուբիոն, Գարի Փիթերսը, Էլիզաբեթ Ուորենը, Շելդոն Ուայթհաուսը, Բոբ Մենենդեսը  և Փիթեր Ուելչը  միացել են բանաձևին: 

Սենատոր Էդ Մարքին ընդգծել է, որ Ադրբեջանի կառավարությանը պատասխանատվության ենթարկելու անհրաժեշտությունը վաղուց արդեն հասունացել է:

«Ռազմական գործողությունները երբեք չեն եղել Լեռնային Ղարաբաղում խաղաղության և կայունության լուծում։ Այս բանաձևը ճնշում է գործադրում Ադրբեջանի կառավարության վրա՝ պաշտպանելու մարդու իրավունքները և դադարեցնելու տարածաշրջանում էթնիկ հայերի դեմ հանցագործությունները: Մենք պետք է պաշտպանենք Լեռնային Ղարաբաղի ժողովրդի կամքը, իրավունքները և հիմնարար ազատությունները»,-ասել է Մարքին:

Սենատոր Քեսիդին նշել է Ադրբեջանի կողմից սրբավայրերի ավերման մասին:

Սենատորների այս բանաձևը պետքարտուղարությունից կպահանջի մանրամասն տեղեկություններ ներկայացնել Ադրբեջանի իրականացրած մարդու իրավունքների խախտումների, այդ թվում՝ կամայական սպանությունների, գերիների խոշտանգումների, Լեռնային Ղարաբաղից էթնիկ հայերի տեղահանման և կրոնական և մշակութային վայրերի ոչնչացման վերաբերյալ:

Օտարերկրյա աջակցության մասին ակտի 502B(c) բաժինը երկար ժամանակ գոյություն ունեցող, սակայն չօգտագործված օրենք է, որն արգելում է ԱՄՆ-ի անվտանգության ոլորտի աջակցությունը ցանկացած երկրի, որի կառավարությունն իրականացնում է մարդու՝ միջազգայնորեն ճանաչված իրավունքների կոպիտ խախտումներ: Եթե երկու սենատորների այս բանաձևն ընդունվի, կլինի առաջին դեպքը, որ Կոնգրեսը 1976 թվականից ի վեր զեկույց կպահանջի 502B(c) բաժնի համաձայն:

ԱՄՆ Հայ դատի հանձնախումբը համազգային գործողությունների արշավ է սկսել՝ կոչ անելով սենատորներին աշխատել օրենսդրության ընդունման ուղղությամբ:
