Հայաստանում 2016-ին հարկերի վճարման համակարգը հնարավորինս պարզեցվելու է

Հայաստանի ֆինանսների նախարարությունը 2016 թվականին նախատեսում է իրականացնել մեկ հարկային հաշվի ներդրման նախնական աշխատանքներ: Ինչպես հաղորդում է «Արմենպրես»-ը, աշխատանքների իրականացումն ընդգրկված է ՀՀ կառավարության գերակա ծրագրերի թվում:
Այդպիսով նախատեսվում է հնարավորինս պարզեցնել հարկ վճարողների կողմից պետական բյուջեի հանդեպ պարտավորությունների կատարման գործընթացը: Այդ նպատակով առաջարկվում է հարկային պարտավորությունների վճարման համար ներկայումս գործող բազմաթիվ գանձապետական հաշիվների փոխարեն բացել մեկ գանձապետական հաշիվ, որի դեպքում կկարգավորվեն մի շարք խնդիրներ:
Մասնավորապես, ակնկալվում է, որ նախագծերի փաթեթի ընդունմամբ կբացառվի մեկ հարկատեսակի գծով նախատեսված հաշվի փոխարեն այլ հարկատեսակի համար նախատեսված հաշվին սխալ վճարում կատարելը, սխալ վճարումների հետևանքով տույժեր այլևս չեն հաշվարկվի, կվերանամեկ հարկատեսակից այլ հարկատեսակին հաշվանցում կատարելու և դրանից բխող անհրաժեշտ փաստաթղթերի ներկայացմանանհրաժեշտությունը (դիմումների ներկայացումը, եզրակացությունների կազմումը և այլն):
Կկրճատվեն հարկ վճարողների կողմից վճարված գումարների հաշվանցման և վերադարձման գործող ընթացակարգերը և դրանց համապատասխան պահանջվող թղթատարությունը, կվերանա հարկվճարողների մոտ «գերավճարներ» կուտակվելու հնարավորությունը, կկրճատվի հարկային մարմին ներկայացվող հարկային հաշվարկների քանակը (հանվում է ակցիզային հարկի հաշվարկ ներկայացնելու պահանջը): Բացի այդ, եկամտային հարկի և արտոնագրային վճարների գծով ամսականվճարումները կդառնան տարեկան, իսկ հարկային գործակալի կողմից ոչ ռեզիդենտին վճարված եկամուտների գծով պահված (գանձված) շահութահարկի գումարների ամսական վճարումները կդառնան կիսամյակային, բոլոր հարկատեսակների և վճարների գծով կնույնականացվենհարկային հաշվարկների ներկայացման և հարկային պարտավորությունների վճարման ժամկետները:
Հստակեցվելու և պարզեցվելու է հարկվճարողների պարտավորությունների մարման մեխանիզմը, ԱԱՀ-ով հարկման ժամանակաշրջանում կուտակած դեբետային մնացորդները հարկ վճարողները կկարողանան են օգտագործել նաև հարկման այլ դաշտում գտնվելու դեպքում, կհանվեն տուգանքների օրենքով սահմանված ժամկետներում չվճարման դեպքում դրանց կրկնապատկման դրույթները, կհստակեցվի և կպարզեցվի հարկ վճարողների պարտավորությունների մարման մեխանիզմը:
