ՀԱՊԿ նախազգուշացումը Հայաստանին

Հավաքական անվտանգության պայմանագրի կազմակերպությունը պարզորոշ հասկացնում է Հայաստանին, որ իրավիճակն այնքան էլ լավը չէ։ ՀԱՊԿ միացյալ շտաբի պետ Անդրեյ Սերդյուկովը երեկ ճեպազրույց է տվել և հայտարարել, թե ՝ հայ–ադրբեջանական սահմանին բարձր կոնֆլիկտային ներուժ է պահպանվում։ Սերդյուկովի խոսքով՝ առանձին պետություններ իրադրությունն օգտագործում են Կասպից ծովի ռեսուրսներին հասանելիություն ստանալու և դեպի Կենտրոնական Ասիա ուղիղ ելք ունենալու նպատակով։ Այդ նպատակով, ըստ Սերդյուկովի, օգտագործվում են նաև հայ–ադրբեջանական սահմանի բարձր կոնֆլիկտային ներուժը։

Ըստ ՀԱՊԿ զինվորականի՝ ՀԱՊԿ պատասխանատվության գոտում ռազմական անվտանգության համար սպառնալիքների գլխավոր աղբյուրը շարունակում է մնալ Միացյալ Նահանգների և Արևմուտքի երկրների ապակառուցողական գործունեությունը։ «Նույնիսկ, չնայած ՀԱՊԿ-ին Հայաստանի անդամակցությանը, շարունակվում են այդ կոնֆլիկտային կարգավորման ձևաչափի վրա դրսից ազդելու փորձերը»,- նշել է Սերդյուկովը։

Ըստ էության, ՀԱՊԿ-ի այս նախազգուշացումը չափազանց ուշագրավ շերտեր է պարունակում։ Գաղտնիք չէ, որ Հայաստանը լուրջ դժգոհություններ ունի Հավաքական անվտանգության պայմանագրի կազմակերպությունից և տևական ժամանակ անգամ դադարեցրել է համագործակցությունը՝ հետ կանչելով իր մշտական ներկայացուցչին, հրաժարվելով ՀԱՊԿ-ում ունեցած քվոտաներից և չմասնակցելով բոլոր տիպի միջոցառումներին ու զորավարժություններին։

Սերդյուկովի բերանով՝ պարզապես Հայաստանին առաջարկվում է մի կողմ դնել տարաձայնությունները և համագործակցության նոր ուղղություն սկսել՝ խոստանալով այդ դեպքում ուշադրություն չդարձնել Արևմուտքի հետ Հայաստանի «սիլի-բիլիին»։

Այս առաջարկը, թերևս, գործող վարչախումբը չի ընդունի, ընդհակառակը, երեկ Արարատ Միրզոյանը Բրյուսելում հանդիպել է Հարավային Կովկասում ՆԱՏՕ-ի հատուկ ներկայացուցիչ Խավիեր Կոլոմինային՝ քննարկելով հետագա համագործակցության հարցերը։

Ըստ էության, Ռուսաստանի և ՀԱՊԿ-ի առաջարկին՝ դա Հայաստանի պատասխանն էր։
