Ռուս խաղաղապահների երաշխիքներով որևէ արցախցի չի վերադառնա, այսօր «Ազատության» հետ զրույցում հայտարարեց Արցախի նախկին պետնախարար Արտակ Բեգլարյանը:
Ներկայացնում ենք հատված հարցազրույցից.
«Ազատություն». - Կա՞ հայրենիք վերադառնալու որևէ իրատեսական տարբերակ, որովհետև եթե Ալիևին լսենք՝ «այսօր էլ թող գան, բայց որպես Ադրբեջանի քաղաքացի»:
Բեգլարյան. - Ըստ միջազգային իրավունքի ու պրակտիկայի, որևէ մեկը չի կարող քաղաքացիություն պարտադրել որպես վերադարձի պայման: Այսինքն՝ մենք անկախ մեր քաղաքացիությունից վերադարձի իրավունքը պահպանում ենք ու կարող ենք լինել մեր հայրենիքում առանց որևէ քաղաքացիության: Սա սկզբունքային հարց է, ու այստեղ էլ իրենց հստակ թակարդն է, այսպես ասած, որ ասում են՝ Ադրբեջանի քաղաքացի դառնան: Իրատեսական հեռանկար այս պահի դրությամբ չկա, ու բոլորս պետք է անկեղծորեն դա ընդունենք, որովհետև Ադրբեջանը ուժեղ է, ագրեսիվ է, Հայաստանը թույլ, է, պլյուս Հայաստանի իշխանությունների դիրքորոշումը շատ անհամապատասխան է: Իրենց դիրքորոշումն այն է, որ իրենք Արցախի հարցով ընդհանրապես չեն զբաղվում, այդ թվում՝ վերադարձի հարցը չեն դնում և այլն, թեև պետք է անեին՝ ըստ բոլոր հնարավոր տրամաբանության: Բացի դրանից միջազգային իրավակարգն ու աշխարհակարգը շատ լուրջ ճեղքում է ապրել և փլուզվել է ու հետևաբար այս պահի դրությամբ միջազգային գործուն ճնշում Ադրբեջանի վրա մենք չենք տեսնում ու դրա հեռանկարը դեռևս չկա, ու Ադրբեջանը հմտորեն խաղում է ռուս-արևմտյան հակամարտության վրա ու նաև օգտագործում է թուրքական գործոնն այն դեպքերում, երբ ինքը չի կարողանում գլուխ հանել:
Ես կարծում եմ՝ Արցախ վերադարձի երկարաժամկետ ռազմավարական հեռանկար, այո, առկա է, և հիմա մեր անելիքը պետք է լինի, որ երկարաժամկետ ռազմավարական պայքարով պետք է առաջ գնանք, կոնկրետ ուղղություններ և՛ կարճաժամկետ, և՛ միջնաժամկետ արդյունքներ գրանցելով ու մեր իրավունքները այս պահին և՛ ամրագրելով, և՛ հետևողական կերպով պաշտպանելով: Սակայն ամենակարևորն ինձ համար այն է, որ Հայաստանի Հանրապետության պետական պաշտոնական դիրքորոշումը պետք է սկզբունքորեն փոխվի:
