Արցախի հարցերով հանձնախմբի համակարգող, Հայաստանի նախկին արտգործնախարար Վարդան Օսկանյանը իրատեսական է համարում արցախահայության վերադարձը, ավելին՝ կարծում է, որ այս մասին չբարձրաձայնելը անթույլատրելի կլինի։
«Այնպես չէ, որ զրոյից ենք սկսում, վերադարձի իրավունքը կա, դիվանագիտական ճիշտ միջոցներով մենք կկարողանանք մի փոքր ավելին ստանալ, որպեսզի արցախահայությունն իսկապես ինքնավստահ զգա, որ այնտեղ իրենց գոյությունը, անվտանգությունը, ինքնության բախման խնդիրները իսկապես կարգավորված և երաշխավորված են», - «Ազատության» հետ զրույցում ասաց նա։

«Ազատություն». - Դուք համակարգում եք Արցախի ժողովրդի հիմնարար իրավունքների պաշտպանության անվանումով հանձնախումբը, այսինքն՝ Դուք իրատեսական ե՞ք համարում, որ հայերի վերադարձը հիմա հնարավոր է, եթե ստանձնել եք այդ գործը։
Վարդան Օսկանյան. - Իհարկե, եթե այդպես չհամարեի, չէի ստանձնի, երկրորդ՝ անկախ ամեն ինչից գիտեք՝ այս հարցը չբարձրացնել, չխոսելը, նույնիսկ ծայրահեղության գնամ, ասեմ, հանցագործություն կլինի։ Այս վերքը դեռ թարմ է, մեր հայրենակիցներն իսկապես էթնիկ զտմամբ ու սպառնալիքներով վռդնվել են ուղղակի, իրենց տներն են թողել, գերեզմանները, ունեցվածքը։
Մեր ամբողջ հայ ժողովդրի պատմական ժառանգության մի մասն է այնտեղ, և չխոսել դրանց վերադարձի մասին, այդ պահանջատիրությունը չունենալ, ես կարծում եմ, որ իսկապես մեղսունակություն է և՛ քաղաքական տեսակետից, և՛ իրավական, և՛ բարոյական տեսակետից, և՛ հայ ժողովրդի հպարտության տեսակետից։
