Մարտական գործառույթներին անմիջականորեն չմասնակցող զինծառայողները ևս ատեստավորման և հավելավճարի հնարավորություն կստանան

Հայաստանում կներդրվի նաև մարտական խնդիրների իրականացման, պլանավորման կամ վերահսկողության գործառույթներ չունեցող, պաշտոններ զբաղեցնող պայմանագրային զինծառայողների ատեստավորման համակարգ:
«Արմենպրես»-ի փոխանցմամբ՝ «Զինվորական ծառայության և զինծառայողի կարգավիճակի մասին» օրենքում լրացումներ կատարելու մասին և «Պետական պաշտոններ և պետական ծառայության պաշտոններ զբաղեցնող անձանց վարձատրության մասին» օրենքում լրացումներ կատարելու մասին օրենքների նախագծերի փաթեթն ԱԺ նիստում ներկայացրեց Պաշտպանության փոխնախարար Կարեն Բրուտյանը:
Զինված ուժերում գործող հաստիքները բաժանվում են զինվորական և ոչ զինվորական հաստիքների: Ոչ զինվորական հաստիքներն են քաղաքացիական ծառայողներն ու քաղաքացիական աշխատանք կատարողները: Ոչ զինվորական ծառայողների վարձատրության չափի մասով հիմնական մոտեցումն այն է, որ, լինելով քաղաքացիական մասնագետներ, այս ծառայողները պետք է ստանան մրցակցային, մասնավոր հատվածի միջինից բարձր աշխատավարձ, որ հնարավոր լինի երկրում առկա որակյալ աշխատուժը ներգրավել զինված ուժեր:
Մարտական գործառույթներին անմիջականորեն չմասնակցողները հիմնականում իրականացնում են մարտականի հետ կապված մասնագիտական, ապահովման, կազմակերպման, սպասարկման, ինչպես նաև վարչական բնույթի այլ գործառույթներ: Ելնելով այդ գործառույթների բնույթից ու ծառայության պայմաններից՝ այդ հաստիքները պետք է լինեն զինվորական:
«Կառավարությունն առաջարկում է սահմանել մարտական խնդիրների իրականացման, պլանավորման կամ վերահսկողության գործառույթներ չունեցող, պաշտոններ զբաղեցնող պայմանագրային զինծառայողների ատեստավորման համակարգ: Ի տարբերություն ատեստավորման գործող՝ մարտականի համակարգի, այս խմբում ներառված զինծառայողները կհանձնեն միայն կրակային պատրաստության և մասնագիտական գիտելիքների թեստերը, այսինքն՝ շարայինն ու ֆիզիկականը չեն հանձնի»,-ասաց փոխնախարարը:
Ատեստավորման դրական արդյունքների դեպքում վճարվող հավելումների չափը մարտականի չափից քիչ կլինի: Քննարկվում է 50-70 տոկոս չափը: Որոշումը դեռ կառավարության կողմից կկայացվի:
Միաժամանակ առաջարկվում է ատեստավորման արդյունքներով անբավարար գնահատված զինծառայողների համար ատեստավորման քննությունը վերահանձնելու հնարավորություն ընձեռել:
