ՀՀ ԱԳՆ-ն հայտարարություն է տարածել Սումգայիթի ջարդերի 36-րդ տարելիցի կապակցությամբ, որը ներկայացնում ենք ստորև․

1988թ. փետրվարի 27-ին Խորհրդային Ադրբեջանի ղեկավարության նախաձեռնությամբ և բացարձակ թողտվության պայմաններում մեկնարկեցին Սումգայիթի հայ բնակչության ջարդերը, որոնք ուղեկցվեցին բռնությունների, դաժանությունների, բռնի անհետացումների, ունեզրկման, մարդու իրավունքների զանգվածային ոտնահարումների դեպքերով: Սպանվեցին հարյուրավոր հայեր, այդ թվում՝ կանայք, երեխաներ և ծերեր, իսկ հազարավոր հայեր բռնի տեղահանվեցին:

Սումգայիթյան ողբերգությանը հաջորդեցին Կիրովաբադի, Բաքվի և Ադրբեջանի այլ հայաշատ բնակավայրերի հայության ջարդերը: Այս շղթայական իրադարձությունները, ինչպես դրանցից առաջ Նախիջևանի ամբողջական հայաթափումը, ցույց տվեցին, որ հիշյալ ոճրագործությունները ոչ թե ազգայնամոլության հիմքի վրա բռնությունների առանձին դրվագներ էին, այլ պետականորեն ծրագրված և իրականացված հայատյացության քաղաքականության հերթական դրսևորումներ։ Այդ քաղաքականության հետևանքով Խորհրդային Ադրբեջանից բռնի տեղահանման ենթարկվեց շուրջ 500 հազար էթնիկ հայ:

Հատկանշական է, որ այդ իրադարձությունները թիրախավորել են ոչ միայն հայ բնակչությանը. դրանք ուղեկցվել են նաև հայկական ժառանգության և ընդհանուր առմամբ հայկական հետքի վերացման կանխամտածված գործողություններով։

Արդեն 21-րդ դարում, լիակատար անպատժելիության պայմաններում Ադրբեջանի նույն քաղաքականության շարունակությունն էր Լեռնային Ղարաբաղի բնիկ հայության ահաբեկման, անմարդկային շրջափակման, սովամահության մատնելու և ի վերջո ուժի կիրառման միջոցով Լեռնային Ղարաբաղն ամբողջությամբ հայաթափելու, էթնիկ զտման ենթարկելու քաղաքականությունը, որն ավարտին հասցվեց անգամ ի հեճուկս ՄԱԿ Արդարադատության միջազգային դատարանի կողմից ընդունված իրավաբանական պարտադիր ուժ ունեցող երեք որոշումների:

Այսօր էլ Ադրբեջանը շարունակում է իր վերահսկողության ներքո հայկական որևէ հետքի վերացմանն ուղղված քաղաքականությունը՝ պղծելով, վանդալիզմի ենթարկելով և ոչնչացնելով հայկական կրոնական ու պատմամշակութային կոթողները։ Այսօր էլ, արդեն Հայաստանի Հանրապետության դեմ շարունակվող այլատյաց և թշնամական քաղաքականությունն ուղեկցվում է բարձրագույն մակարդակով հնչող ատելության խոսքով, սպառնալիքներով և ագրեսիվ հռետորաբանությամբ, որը խոչընդոտ է ժողովուրդների միջև թշնամանքի հաղթահարման և տարածաշրջանում խաղաղության և կայունության հաստատման  ճանապարհին։

Միջազգային հանրությունը պետք է համարժեք գնահատական տա տեղի ունեցած զանգվածային ոճրագործություններին և գործարկի առկա բոլոր մեխանիզմները՝ կանխելու նման ոճրագործությունների կրկնությունը և նպաստելու Հարավային Կովկասում արժանապատիվ և տևական խաղաղության հասնելու Հայաստանի անկեղծ ջանքերին։
