Իրականացվում են Կոնդ թաղամասի սահմանների ճշգրտման և հողհատկացման հիմքերի վերականգման աշխատանքներ․ Հայկ Կոստանյան

Կոնդի բնակիչների համար կապահովվի փոխհատուցում՝ շուկայական արժեք + 15% սկզբունքով (Հանրության գերակա շահերի ապահովման նպատակով սեփականության ատարման մասին ՀՀ օրենքի 11-րդ հոդվածի 1-ին կետ)։ Այս մասին ֆեյսբուքյան իր էջում գրել է Երևանի քաղաքպետի մամուլի քարտուղար Հայկ Կոստանյանը։
«Քանի որ Կոնդ թաղամասի շուրջ առանձին դեպքերում կան ակնհայտ մանիպուլյատիվ շահարկումներ, իսկ որոշ դեպքերում թյուրիմացաբար հնչող կարծիքներ, որոնց գերակշիռ մասը իրականությանը չի համապատասխանում, ցանկանում եմ որոշակի հստակություն մտցնել թեմայի վերաբերյալ:
Այսպես՝ սույն թվականի փետրվարի 25-ին Երևանի քաղաքապետարանում կայացած գործակարգավարական խորհրդակցության ժամանակ հնչած թվերը՝ մասսնավորապես 139 000 և 214 000 ՀՀ դրամը ոչ թե վերաբերում են ապագայում Կոնդի բնակիչների գույքային փոխհատուցման չափին, այլ հետևյալին.
նախ նշեմ, որ կոնդեցիներին փոխհատուցելու հստակ չափը հասկանալու համար, անհրաժեշտ է վերացնել սեփականության հետ կապված վիճահարույց կամ բաց մնացած բոլոր խնդիրները:
Այդ խնդիրները լուծելու համար ներկայումս Երևանի քաղաքապետարանի կողմից կոնդեցիների դիմումների հիման վրա իրականացվում են Կոնդ թաղամասի սահմանների ճշգրտման և հողհատկացման հիմքերի վերականգման աշխատանքներ, որոնց համար նախատեսված է սահմանված կադաստրային արժեքի վճար ՝ 2 տոկոսոի չափով:
Բերեմ օրինակ. ենթադրենք քաղաքացին ներկայումս ունի 50 քռ.մ-ի սեփականության վկայական: Սահմանների ճշգրտումից հետո փաստացի ունենում է 100 քռ.մ-ի սեփականության վկայական, ինչն իր հերթին կնշանակի, որ քաղաքացին պետք է որպես Երևանի ավագանու որոշմամբ սահմանված տեղական տուրք ՝ կատարի վճարում հետևյալ կերպ.
Կադաստրային գոտիով սահմանված 139 000 ՀՀ դրամի դեպքում՝ 139 000-ի 2%-ը կազմում է 2780 ՀՀ դրամ: Այս թիվը պետք է բազմապատկել սեփականության վկայականում նշված քռ.մ-ի թվին: Պայմանական՝ 100քռ.մ-ի դեպքում ստացվում է, որ քաղաքացին վճարելու է 278 000 ՀՀ դրամ տեղական տուրք:
Կադաստրային գոտիով սահմանված 214 000 ՀՀ դրամի դեպքում՝ 214 000-ի 2% կազմում է 4280 ՀՀ դրամ: Այս թիվը պետք է բազմապատկել սեփականության վկայականում նշված քռ.մ-ի թվին: Պայմանական 100 քռ.մ-ի դեպքում ստացվում է, որ քաղաքացին վճարելու է 428 000 ՀՀ դրամ տեղական տուրք»,-նշել է նա:
