«Փաստ» օրաթերթը գրում է.

Աշխատանքի և սոցհարցերի նախարար Նարեկ Մկրտչյանը անցյալ շաբաթ պաշտոնական գործուղման էր մեկնել Հնդկաստան: Կարևոր համաժողովի է մասնակցել, որի բացմանը Հնդկաստանի վարչապետն է մասնակցել: Այն, որ հայ-հնդկական կապերը պետք է զարգացնել բոլոր ուղղություններով, նույնիսկ քննարկման թեմա չէ: Բայց Մկրտչյանի այս գործուղման հետ կապված այլ հարցեր կան: Հենց Նարեկ Մկրտչյանի սոցցանցային գրառումից տեղեկանում ենք, որ նա, որպես Փաշինյանի ՔՊ-ի «արտաքին կապերի պատասխանատու», մի շարք հանդիպումներ է ունեցել, օրինակ՝ Հնդկաստանի «Ժողովրդական կուսակցության» համապատասխան ներկայացուցիչների հետ, կուսակցական համագործակցության հարցեր քննարկել: Հետո, էլի որպես ՔՊ ներկայացուցիչ, այլ հանդիպումներ է ունեցել:

Հասկանալի է, որ փաշինյանական նախարարը Հնդկաստան գործուղվել է որպես ՀՀ պաշտոնական ներկայացուցիչ, պետական բյուջեից հատկացված որոշակի գործուղումային ծախսով, ինչը փոքր գումար չէ: Բայց հարկատուների վճարած հարկերից գոյացած միջոցների հաշվին աշխատանքային գործուղման մեկնած պաշտոնյան գործուղման երկրում հետամուտ է եղել իր նեղ կուսակցական շահերի սպասարկմանը, ունեցել է հանդիպումներ՝ որպես Փաշինյանի ՔՊ կուսակցության ֆունկցիոներ:

Հարց է ծագում՝ ինչո՞ւ պիտի հարկատուները վճարեն այն բանի համար, որ ՔՊ-ի արտաքին կապերի պատասխանատուն արտասահմաններում ֆռֆռա, կուսակցական հանդիպումներ ունենա և այլն: Դեմ չենք, որտեղ ուզում են՝ թող իրենց կուսակցական հանդիպումներն ունենան, բայց իրենց կուսակցության հաշվին: Մինչդեռ, նա պետական միջոցների հաշվին գնացել է (որպես նախարար. այստեղ ասելիք չկա) ու... կուսակցական հարցեր է լուծել՝ որպես ՔՊ-ի ներկայացուցիչ: Այսինքն, ինչպես հայտնի ֆիլմում է ասվում, խառնել է «անձնական ու պետական բուրդը»:

Ի դեպ, եթե կուսակցական հարցերով էր զբաղվելու, ապա գուցե ՔՊ-ի փողերով պատրաստված ինչ-որ շրջանցող ճանապարհո՞վ հասներ օդանավակայան, կամ իր հայրենի Փարաքար գյուղի շրջացիկ ճանապարհներո՞վ, ոչ թե ԽՍՀՄ-ի կամ «նախկինների» օրոք սարքածներով, հարկատուներիս հաշվին վերանորոգվածներով: Դե, եղեգները կտրելը պարտադիր չէ...
