Մշակույթի ոլորտի ռեֆորմի համար ևս մեկ կարևոր որոշում ունենք, որը Մշակույթի զարգացման հիմնադրամի ստեղծումն է, և դրա միջոցով մենք նաև բարելավելու ենք ոլորտում կառավարման համակարգը և նախատեսում ենք, որ կունենանք միասնական վարչատնտեսական կառավարման մոդել հիմնադրամի միջոցով, որը առաջին փուլում կիրականացնենք թանգարանների համար։ Այդ մասին Կառավարության նիստի ժամանակ ասաց ԿԳՄՍ նախարար Ժաննա Անդրեասյանը։

«Ուզում էի ընդգծել, որ այսօր այդ նախագծի հաստատումն իրականացրինք արդեն, և սա համընկավ նաև այս շաբաթ ԱԺ-ի կողմից երկորոդ ընթերցմամբ և ամբողջությամբ թանգարանների մասին օրենքի ընդունմանը: Մենք ոլորտում կանոնակարգող օրենսդրություն չունեինք, այսինքն` սա ՀՀ պատմության մեջ ոլորտի առաջին օրենսդրությունն է, և սա ցույց է տալիս, որ  ռազմավարության հաստատումից հետո մշակույթի ոլորտում մենք նույնպես կոնկրետ քայլերով գնում ենք ոլորտի բարեփոխման»,- նշեց նախարարը։

ՀՀ վարչապետ Նիկոլ Փաշինյանը հետաքրքրքվեց, թե արդյոք հիմնադրամը կառավարելո՞ւ է նախարարության ենթակայության ներքո բոլոր թանգարանները։

«Մենք զուգահեռ տոմսային համակարգի աշխատանքներն ավարտում ենք. հունիսից դա արդեն կգործարկվի: Կարծում եմ, որ շատ մոտ ապագայում կտեսնենք էական տարբերություն, և տեսանելի կլինի դա մեր թանգարանների կողմից իրականացվող ծառայությունների որակի և հատկապես մարկետինգի տեսանկյունից»,- ասաց Ժաննա Անդրեասյանը։

Նա նշեց, որ այս պահին չունենք պետական թանգարանների իրավակազմակերպական վիճակի փոփոխության անհրաժեշտություն, որովհետև նրանք գործում են որպես ՊՈԱԿ-ներ, և այդ  կարգավիճակը բավարար է նրանց գործունեության համար։ «Բայց, իհարկե, ունենք նաև ոլորտում մասնավոր թանգարաններ, համայնքային թանգարաններ, որոնց գործունեության բարելավման և կանոնակարգման ուղղությամբ նույնպես պետք է աշխատենք. օրենքը այդ հնարավորություններն ընձեռում է»,- ասաց ԿԳՄՍ նախարարը։
