Այս մասին Անթալիայի դիվանագիտական ֆորումի շրջանակներում պանելային քննարկման ժամանակ հայտնեց ՀՀ ԱԺ փոխնախագահ Ռուբեն Ռուբինյանը․
«Ինչո՞ւ է Հայաստանն իր նախաձեռնությունն անվանել «Խաղաղության խաչմերուկ», քանի որ մենք ցանկանում ենք, որ մեր տարածաշրջանը լինի այդպիսին, մինչդեռ Ադրբեջանը շարունակում է օգտագործել «Զանգեզուրի միջանցք» տերմինը։
Երբ մենք խոսում ենք ՀՀ սուվերեն տարածքի մասին, մենք չունենք այդպիսի ձևակերպում, ՀՀ-ում չկա Զանգեզուր անվանումով տարածքային միավոր։ Հայաստանը երբևէ չի ասել նման բան և չի համաձայնել Ադրբեջանին ինչ-որ լրացուցիչ միջանցքներ տրամադրել ՀՀ տարածքով»,- նշեց Ռուբինյանը։
Պանելային քննարկման թեման է «Խաղաղությունը, զարգացումն ու կապվածությունը Հարավային Կովկասում», որտեղ որպես բանախոսներ հանդես են գալիս ՀՀ ԱԺ փոխնախագահ Ռուբեն Ռուբինյանը, Ադրբեջանի նախագահի օգնական Հիքմեթ Հաջիևը, հայ-թուրքական հարաբերությունների կարգավորման գծով Թուրքիայի բանագնաց Սերդար Քըլըչը և Հարավային Կովկասում ճգնաժամի հարցերով ԵՄ հատուկ ներկայացուցիչ Տոյվո Կլաարը։
