«Փաստ» օրաթերթը գրում է.
Օրեր առաջ տեղեկացրել էինք, որ, այսպես կոչված, «խոպանչիների հարկի» մասով իշխանությունները «զադնի» են դրել և համապատասխան նախագիծ են ներկայացնելու հանրային քննարկման: Եվ ահա, հայտնի դարձավ, որ շրջանառության մեջ է դրվել մի նախագիծ, որով «խոպանչիների»՝ դրսում ստացած եկամուտները չեն համարվի եկամտային հարկով հարկման օբյեկտ, եթե հաշվետու տարվա ընթացքում նրանց ստացած եկամուտները չեն գերազանցում 12 միլիոն դրամը։
Ըստ էության, սա փաստացի «թոզփչոցի» է, քանի որ նախ՝ այս պայմանը կիրառվելու է միայն 2020-2023 թվականների համար, երկրորդ, մեր ունեցած տեղեկություններով, իշխանությունները հստակ որոշում ունեն լիարժեք կիրառել օրենքի դրույթը, համաձայն որի, «դրսում» աշխատածները Հայաստանում վճարելու են տվյալ երկրում վճարած եկամտահարկի ու մեր երկրում գործող հարկային տոկոսադրույքի տարբերությունը: Պարզապես, հաշվի առնելով, որ առաջիկայում սպասվում են «կարևոր» իրադարձություններ, այդ թվում՝ նոր Սահմանադրության ընդունում, ընտրություններ (չի բացառվում նաև արտահերթ), այսպես կոչված՝ «խաղաղության պայմանագրի» հնարավոր ստորագրում և այլն, զայրույթի նոր օջախներ չստեղծելու համար թեման առժամանակ «սառեցվել» է: Սակայն հարմար պահի վերադառնալու են խնդրին:
Ավելին, մեր տեղեկություններով, իշխանությունները մշակում են այնպիսի փոփոխություններ, որոնք հարկային դաշտ կբերեն նաև գյուղատնտեսությունը: Այսինքն, ինչպես կառավարության կուլիսներում են կես կատակ-կես լուրջ նշում, «ոչ մի կիլոգրամ կարտոֆիլ չի պլստալու», այն է՝ գյուղմթերք արտադրողներն իրենց աճեցրած ամեն կիլոգրամ բերքի համար հարկ են վճարելու: Սակայն վերոնշյալ պատճառներով առայժմ դա ևս չեն հրապարակայնացնում:
