«Փաստ» օրաթերթը գրում է.

Աշխատանքի և սոցիալական հարցերի նախարարությունն առաջարկում է լրացումներ և փոփոխություններ կատարել «ՀՀ պաշտպանության ժամանակ զինծառայողների կյանքին կամ առողջությանը պատճառված վնասների հատուցման մասին» օրենքում: Համաձայն օրենքի գործող կարգավորումների, 1-ին և 2-րդ խմբի հաշմանդամություն կամ ֆունկցիոնալության խոր կամ ծանր աստիճանի սահմանափակում ունեցող զինծառայողներին հատուցման գումարները վճարվում են զինծառայողի համար սահմանված հաշմանդամության խմբին կամ ֆունկցիոնալության սահմանափակման աստիճանին համապատասխան:

Հաշմանդամության խմբի կամ սահմանափակման աստիճանի յուրաքանչյուր փոփոխության դեպքում վերահաշվարկվում են նաև հատուցման գումարները: Իսկ եթե հիմնադրամի շահառուն ճանաչվում է 3-րդ խմբի կամ ֆունկցիոնալության միջին կամ թեթև աստիճանի սահմանափակում ունեցող հաշմանդամ, ապա հատուցման գումարների վճարումը դադարեցվում է, իսկ զինծառայողը սկսում է պետբյուջեից ստանալ հաշմանդամության զինվորական կենսաթոշակ և համապատասխան պարգևավճար:

Միաժամանակ, այս դեպքում հիմնադրամը մինչև 2026 թ.-ի հունվարի 1-ը շարունակում է զինծառայողին վճարել դրամական աջակցություն՝ սպայական կազմի զինծառայողին՝ ամսական 75 000 դրամի չափով, պայմանագրային և զորահավաքային կազմերի շարքային զինծառայողին և կամավորականին՝ ամսական 50 000 դրամի չափով, պարտադիր զինվորական ծառայության շարքային կազմի զինծառայողին՝ ամսական 25 000 դրամի չափով: Նախագծով առաջարկվում է համապատասխան փոփոխություններ կատարել օրենքում և սահմանել, որ հիմնադրամի շահառու ճանաչված զինծառայողի հաշմանդամության խմբի փոփոխության (այդ թվում՝ հաշմանդամություն ունեցող անձ չճանաչվելու) դեպքում հիմնադրամը հատուցման գումարները շարունակում է վճարել նախկին չափով՝ մինչև 20-ամյա ժամկետը լրանալը:

Միաժամանակ, առաջարկվում է հստակեցնել, որ եթե բարելավվում է զինծառայողի հաշմանդամության խումբը (ֆունկցիոնալության սահմանափակման աստիճանը), ապա դա չի հանգեցնում նշանակված հատուցման գումարի վերանայմանը: Նախագիծն ընդունվելու դեպքում 3-րդ խմբի կամ ֆունկցիոնալության թեթև աստիճանի սահմանափակումով հաշմանդամություն ունեցող և Հիմնադրամի կողմից դրամական աջակցություն ստացող զինծառայողների՝ կրկին Հիմնադրամի շահառու դառնալու հիմքով կդադարի նրանց՝ հաշմանդամության զինվորական կենսաթոշակ և պարգևավճար ստանալու իրավունքը:
