«Հրապարակ» թերթը գրում է. «Մի քանի օր առաջ ՊՊԾ պետի տեղակալ Արթուր Գասպարյանը նշանակվեց ՊՊԾ պետ՝ փոխարինելով Սարգիս Հովհաննիսյանին, ում կարիերայի վրա քար գցեց 2023 թ․ սեպտեմբերի 9-ին «Դվին» հյուրանոցում կազմակերպված հրավառությունը, որն այնքան էր վախեցրել կառավարական տանն ապրող Նիկոլ Փաշինյանին, որ նույն օրը ՊՊԾ պետն ազատվեց պաշտոնից։ Արթուր Գասպարյանը 2018-ից հետո իրականացրել է Աննա Հակոբյանի պաշտպանությունը եւ այդ ժամանակ շահել իշխող զույգի վստահությունը։

Երեկ ՊՊԾ նորանշանակ պետին ներկայացնելով անձնակազմին՝ Նիկոլ Փաշինյանն ասել է․ «Նախորդ տարին ծառայության համար շրջադարձային էր այն առումով, որ ծառայությունն իր զարգացման նոր փուլ է մտել՝ Ազգային անվտանգության ծառայությանը ենթակա մարմնից ստանալով վարչապետին ենթակա մարմնի կարգավիճակ»:
