«Փաստ» օրաթերթը գրում է.
Քաղաքաշինության կոմիտեն հանրային քննարկման է ներկայացրել «Հանրային ծառայողներին բնակարաններով ապահովման ծրագրի շրջանակներում Երևան քաղաքի Հրաչյա Աճառյան փողոցի N 53 հասցեում կառուցվող բազմաբնակարան շենքային համալիրի բնակարանների և ավտոկայանատեղիների վաճառքի կարգը հաստատելու մասին» նախագիծը: Այն մշակվել է Քաղաքաշինության կոմիտեի կողմից՝ «ՄԼ ՄԱՅՆԻՆԳ» ՍՊԸ-ի կողմից 2022 թ.-ի հոկտեմբերի 6-ին ՀՀ վարչապետի աշխատակազմ ներկայացված քաղաքաշինական ծրագրային առաջարկի հիման վրա:
Ընկերության կողմից վարչապետի աշխատակազմ է ներկայացվել առաջարկ՝ Երևանի Հրաչյա Աճառյան փողոցի N 53 հասցեում բազմաբնակարան շենքի կառուցապատման քաղաքաշինական ներդրումային ծրագիր իրականացնելու վերաբերյալ: Առաջարկը քննարկվել է շահագրգիռ մարմինների հետ, և քննարկման արդյունքում, հաշվի առնելով բնակարանային շինարարության խթանման մասով պետության հանձնառությունը, եկամտային հարկի վերադարձման արտոնության պարագայում բնակչության բավական լայն շրջանակի կողմից առաջնային շուկայից բնակարան ձեռք բերելու հետաքրքրության աճման միտումները, ինչպես նաև հանրային ծառայողների շրջանակում կատարված հարցումները և ստացած լայն արձագանքը, ծրագիրը դիտարկվել է նպատակահարմար և իրագործելի: Նշվածի հիման վրա էլ մշակվել է նախագիծը:
Նախագծի նպատակն է հանրային ծառայողներին բնակարաններով ապահովման ծրագրի շրջանակներում բնակարանի ձեռքբերման հասանելիություն ապահովել մոտ 1000 հանրային ծառայողի համար: Այս նախագծով կանոնակարգվում են ծրագրի շրջանակներում շահագործման հանձնվող գույքերի վաճառքի հետ կապված հարցերը: Նախագիծը մշակելիս հիմք են ընդունվել ընկերության կողմից ներկայացված տվյալները, ինչպես նաև պետական և հանրային ծառայողներին բնակարաններով ապահովման նախորդ ծրագրերի արդյունքներն ու ընթացակարգերը: Նախագծի ընդունման դեպքում պետական բյուջեում կամ տեղական ինքնակառավարման մարմինների բյուջեներում ծախսերի և եկամուտների ավելացումներ չեն առաջանում:
