«Արցախցիներին բնակարաններով ապահովելու թեման շատ քննարկվեց, սակայն դրա հիմնական դիսկուրսը ոչ թե սկզբունքների, այլ պարզապես իշխանության առաջադրած առևտրի շուրջ է:
Այս թեմային տարբեր տեսանկյունից դեռ շատ անդրադարձ կլինի, սակայն մի կարևոր հարց, կարծես, ընդհանրապես չի քննարկվում:
Արցախի ու Հայաստանի պաշտպանության համար նահատակված մեր հայրենակիցների ընտանիքների հարցը պետք է առաջնային լուծում ստանա, ընդ որում` ոչ թե սերտիֆիկատների, այլ կոնկրետ բնակարանների գնման և հանձնման ձևով:
Հատկապես Արցախում կային ընտանիքներ, որտեղ մեկ ընտանիքում 2-3 զոհ կար և այս պարագայում նրանց հարցը պետք է լրիվ այլ սկզբունքների ներքո դիտարկել:
Որևէ ձևով չնսեմացնելով բնակարանային կարիք ունեցող մեր հայրենակիցների խնդիրները, սակայն կարծում եմ` հրատապ կարգով պետք է լուծվի զոհված զինծառայողների ընտանիքների հարցը, իսկ հետագայում, ըստ առաջնահերթությունների, գնալ մյուս բոլոր խմբերի կարիքների գնահատմանն ու բավարարմանը, որպես հաջորդ առաջնահերթ խնդիր սահմանելով, օրինակ` 1-ին կարգի հաշմանդամություն ստացած նախկին զինծառայողների, Արցախի ու Հայաստանի հերոսների, Հայաստանի ու Արցախի մարտական խաչ 1-ին աստիճան ստացածների ընտանիքներին, հրատապ ռեժիմով բնակարաններ ապահովելու ճանապարհով:
Ես այսպես դեռ միայն օրինակների և կարևոր առաձնահատկությունների մասին եմ խոսում, սակայն, ըստ խմբերի, պետք է սահմանել առաջնահերթությունները և ըստ դրա նաև դիտարկել խնդիրների լուծման հնարավորությունները»:
