«Քաղաքացիական պայմանգիր» կուսակցության 2022 թվականի ֆինանսական հաշվետվությունում հայտնաբերվել են մի շարք խնդրահարույց կետեր, որոնք հարցեր են առաջացնում կուսակցության ֆինանսավորման աղբյուրների վերաբերյալ։ Միջազգային «Կազմակերպված հանցավորության և կոռուպցիայի լուսաբանման նախագծը» (OCCRP) հետաքննություն է անցկացրել և պարզել, որ «Քաղպայմանագրին» նվիրատվություն կատարած բազմաթիվ անձինք տեղյակ չեն եղել իրենց անունից նվիրատվությունների մասին։
2022 թվականին իշխող կուսակցությանն իբր գումարներ նվիրաբերած 140 անձանցից միայն 6-ը չեն եղել «Քաղպայմանգրի» թեկնածուներ ՏԻՄ ընտրություններում։ OCCRP-ի կայքում տեղ գտած հրապարակման մեջ ասվում է, թե իրենց հետ զրուցած 31 նվիրատուներից գրեթե կեսն ասել են, որ նման նվիրատվություններ չեն կատարել, մյուսները պնդել են, որ չեն հիշում, արդյոք փոխանցե՞լ են գումարներ։ Ուշագրավ է, որ Հայաստանի 10 քաղաքաներում ՏԻՄ ընտրությունների առնվազն 10 թեկնածուներ նույն օրը նույնաչափ գումար են փոխանցել իշխող կուսակցությանը։ 26 նվիրատվությունների դեպքում դրանք կազմել են նրանց տարեկան եկամտի և ընդհանուր խնայողությունների առնվազն կեսը։ 4-ի դեպքում գումարը գերազանցել է նվիրատվության առավելագույն թույլատրելի չափը՝ 2,5 միլիոն դրամ։
Կասկածելի գործարքներն ի հայտ են եկել գործող իշխանության «մեղքով», երբ Կառավարությունը հակակոռուպցիոն բարեփոխումներ անցկացրեց՝ արգելելով կանխիկ նվիրատվություններն ու փոխանցումներն իրավաբանական անձանցից, ինչպես նաև սահմանափակեց ֆիզիկական անձանց կողմից արվող վճարների չափը։ «Քաղաքացիական պայմանգիրը» իր ֆինանսավորման աղբյուրների մասով մշտապես նշում է, թե գումարներ ստանում է հանգանակությունների միջոցով, մինչդեռ այս փաստը վկայում է, որ պարզապես պարտադրել են տարբեր անձանց խոշոր գումարներ փոխանցել կուսակցությանը՝ նրանց տարբեր արտոնություններ և պաշտոններ խոստանալով։
Հայտնի է, որ միջազգային այդ կազմակերպության զեկույցները մշտապես արժանանում են իրավապաշտպան կազմակերպությունների չափազանց կոշտ գնահատականներին։ Այդ կազմակերպությունը, որ ժամանակին բացահայտել է օվշորային և կասկածելի տարբեր գործարքները։
