Ալիևն իր ելույթում նախօրեին կրկին հիշել էր 2020 թվականի 44-օրյա պատերազմն ու Արցախի նկատմամբ իրականացրած վերջին ագրեսիան, որի հիմքում այս անգամ Հայաստանի ու Արցախի մեծածավալ սպառազինության և զինտեխնիկայի թեման էր:
Այս մասին իր ֆեյսբուքյան էջում գրել է ԱԺ «Պատիվ ունեմ» խմբակցության քարտուղար Տիգրան Աբրահամյանը․
«Ալիևը հարց էր հղում` որտեղի՞ց հայկական կողմին 6 մլրդ դոլարի սպառազինություն, ռազմական տեխնիկա ու պատասխանում, որ դա այլ երկրներ են նվիրաբերել:
Իհարկե Ալիևն անդրադարձավ բացառապես այն տեխնիկային, որը 2020-23 թվականների ընթացքում կա´մ խոցել են, կա´մ պատերազմական գործողությունների հետևանքով անցել ադրբեջանցիների վերահսկողության տակ:
Թե ինչքան զենք-զինամթերք կամ սպառազինություն ունի ՀՀ ՊՆ-ն ամբողջությամբ մեջ, բնականաբար դրա թվերը չունեն կամ չհնչեցվեցին:
Հայաստանը մինչև 2018-ը, տարբեր պայմանագրերի և պայմանավորվածությունների շրջանակներում ստացել է մեծածավալ ռազմական աջակցություն` գերակշիռ մասը ՌԴ-ից, սակայն զուգահեռ, անգամներով մեծ, խոշոր ռազմական գնումներ արել:
Նախագահ Սերժ Սարգսյանն այս թեմայով մի քանի անգամ հպանցիկ ակնարկել է` առանց մասնավորեցնելու, թե ե՞րբ, ո՞ւմ հետ և ի՞նչ պայմաններում է մեծ ծավալի ռազմական մատակարարումներ իրականացվել:
Ի դեպ, այսօր էլ զինված ուժերի ռազմական պոտենցիալի հիմնական մասը ձևավորվել է մինչև 2018 թվականը, այլ բան է, որ դրա մասին Հայաստանի նախկին նախագահները, պաշտպանության նախարարները ընդհանուր գծերով են խոսել, որովհետև այն իր մեջ պետական և ռազմական բնույթի գաղտնի տեղեկություններ էր պարունակել:
ՀՀ գործող իշխանությունը մսխել է այդ պոտեցիալի մի էական հատված, այդ թվում` թշնամուն հանձնելու միջոցով, սակայն այսօր էլ այդ մնացած ռեսուրսներն են, որ զինված ուժերին հնարավորություն են տալիս մարտական հերթապահություն իրականացնել, տարբեր ուղղություններում, ըստ իրադրության, մարտական առաջադրանքներ լուծել»:
