Ադրբեջանի ցեղասպան քաղաքականության հետևանքով ՀՀ-ում և արտասահմանում հայտնված արցախցիներն արդեն ավելի քան կես տարի է, ինչ չեն կարողանում լուծել իրենց անձնագրային խնդիրները։

Անձնագիր փոխելը, ինչպես նաև «փախստականի կարգավիճակ» ստանալն արցախցիների համար ամիսներ է տևում։ Իսկ, ինչպես հայտնի է, այս տարվա հունվարից արգելվել է Արցախում ստացած անձնագրով քաղաքացիների ելքը Հայաստանից։ Սա լուրջ խնդիրներ է առաջացնում մեր հայրենակիցների համար։ Հատկապես նրանց, ովքեր բնակվում են արտասահմանում։ Մարդիկ փաստորեն զրկվել են ազատ տեղաշարժի իրավունքից։ Ավելին, փաստացի կրելով ՀՀ անձնագրեր, նրանք զրկվել են քաղաքացիությունից։


Բայց սա դեռ խնդրի մի մասն է։ Ինչպես արդեն նշեցինք, նոր անձնագիր ստանալը ՀՀ-ում ամիսներ է տևում։ Իսկ ահա արտասահմանում գտնվող արցախցիները փաստացի այդ հնարավորությունից էլ են զրկված, քանի որ օտար երկրներում գործող ՀՀ դեսպանատները մատը մատին չեն տալիս արցախցիներին օգնելու համար։ Դեսպանատան կամ հյուպատոսական ծառայությունների միջոցով անձնագիր փոխելն անիրակականալի պրոցես է, որի պատճառով բազում արցախցիներ պարզապես զրկվել են Հայաստան գալու հնարավորությունից։ Դեսպանատներն ու հյուպատոսարաններն իրենց պատվից վեր են համարում նույնիսկ զանգերին ու նամակներին պատասխանել։ Եվ սա համատարած երևույթ է։

Մնում է միայն կռահել, թե ինչով են զբաղված հարկատուների փողերով եվրոպաներում, ամերիկաներում և այլուր զվռնող մեր «դիվանագետները»։ Որովհետև դիվանագիտական ակտիվություն նույնպես նրանք ընդհանրապե չեն ցուցաբերում։
