ԵՄ դիտորդական առաքելության տեղակայման մասին համաձայնագիրը մտել է ՀՀ ԱԺ լիագումար նիստերի օրակարգ:
Եվրոպական խորհրդի որոշմամբ՝ մշտական հիմունքներով ԵՄ դիտորդական առաքելությունը Հայաստանում պաշտոնապես տեղակայվել է 2023 թվականի փետրվարի 20-ից: Մինչ այդ՝ 2022 թվականի հոկտեմբերից, առաքելությունը Հայաստանում էր ժամանակավոր հիմունքներով։
Ներկայումս Հայաստան-Ադրբեջան սահմանին առաքելություն իրականացնող եվրադիտորդների թիվը 209 է (նախկին 138-ի փոխարեն):
Ըստ համաձայնագրի՝ դիտորդների կարգավիճակը մոտ է դիվանագիտական կարգավիճակին այն իմաստով, որ նրանք և նրանց ծառայողական գույքը (մեքենաներ, տեխնիկա և այլն) ենթակա չեն մաքսային զննման և Հայաստանում գրանցման ստանդարտ ընթացակարգերի:
Դիտորդները կօգտվեն իրավական անձեռնմխելիությունից՝ իրենց դիտորդական գործառույթների կատարման առումով։ Այն շենքերը, որտեղ գտնվում է առաքելությունը, անձեռնմխելիության կարգավիճակ կունենան և խուզարկության ենթակա չեն լինի։ Առաքելության նամակագրությունն ու արխիվները նույնպես անձեռնմխելի կլինեն։
Իրավական անձեռնմխելիությունից կարող են բացառություններ լինել, եթե անօրինական գործունեության և առաքելության անդամների կողմից անօրինական բեռների տեղափոխման վերաբերյալ լուրջ կասկածներ առաջանան:
Հայաստանը ստանձնում է առաքելության անդամների անվտանգության ապահովման ողջ պատասխանատվությունը, այդ թվում՝ անհրաժեշտության դեպքում նրանց տարհանման անվճար կազմակերպումը: ՀՀ իշխանությունները պատրաստակամություն են հայտնում պետական շենքեր և շարժական գույք տրամադրել, եթե դրանք անհրաժեշտ լինեն դիտորդական առաքելություն իրականացնելու համար:
Եթե այդ նպատակով մասնավոր գույք օգտագործելու անհրաժեշտություն առաջանա, Հայաստանը պարտավորվում է աջակցել դրա սեփականատերերի և ՀԵՄԱ-ի միջև պայմանագրերի կնքմանը։ Համաձայնագիրն անժամկետ բնույթ է կրում և պաշտոնապես ուժի մեջ մտած կհամարվի ԵՄ և ՀՀ համապատասխան մարմիններում դրա վավերացման ընթացակարգի ավարտից հետո:
