«Փաստ» օրաթերթը գրում է.
Հանրային ծառայությունները կարգավորող հանձնաժողովն առաջարկում է փոփոխություններ կատարել մի քանի որոշումներում: Նախագծերը մշակվել են հանձնաժողովի կողմից և քննարկվել են «Վեոլիա ջուր» ՓԲԸ-ի հետ: Ակնկալվում է կարգավորման մեխանիզմների միջոցով մատակարար-բաժանորդ իրավահարաբերությունների պարզեցում և հստակեցում, տրամադրվող անհրաժեշտ տեղեկատվության ընդլայնում։
Որոշումների նախագծերի ընդունումը, որպես շարունակական գործընթաց, պայմանավորված է խմելու ջրի մատակարարման և ջրահեռացման (կեղտաջրերի մաքրման) ծառայությունների մատուցման կանոններով սահմանված մատակարար-բաժանորդ իրավահարաբերությունների բարելավման և արդիականացման անհրաժեշտությամբ՝ առկա կարգավորումների լրամշակման և նոր կարգավորումների սահմանման միջոցով դրանց հստակեցման, կատարելագործման և բաժանորդների համար առավել ընկալելի դարձնելու, հանձնաժողով ստացվող դիմումների և տեղեկատվությունների վերլուծության արդյունքում ի հայտ եկած թերությունների վերացման և խնդիրների լուծման, ծառայությունների մատուցման պայմանագրի կնքման, վերակնքման, փոփոխման և դադարեցման ընթացակարգերը հստակեցնելու և գործընթացներն առավել դյուրին դարձնելու նպատակով:
Մասնավորաբար, կանոնների լրամշակման և պայմանագրի նոր օրինակելի ձևի մշակման արդյունքում իրականացվել են որոշակի կառուցվածքային փոփոխություններ, նոր կարգավորում է սահմանվել սահմանազատման կետերի մեկից ավելի լինելու դեպքի համար, հստակեցվել են բաժանորդի տարածք մատակարարի ներկայացուցչի մուտք գործելու, բաժանորդի համար հաշվառման քարտ բացելու, ծանուցումների և վեճերի լուծման, պայմանագրի կնքման, փոփոխման, դադարեցման ընթացակարգերը, ֆորս մաժոր հասկացությունը, դիմող անձի և մատակարարի պարտականությունները, ներդրվել է հրապարակային պայմանագրերի կնքման մեխանիզմը, բաժանորդին մատուցված ծառայության քանակները և դրանց դիմաց վճարման ենթակա գումարները հաշվարկային փաստաթղթում և (կամ) վճարումը հավաստող փաստաթղթում ներառելու, դրանց վերաբերյալ բաժանորդին իրազեկելու, բաժանորդի կողմից դրանց վճարման, բաժանորդին տույժ վճարելու ընթացակարգերը և այլն: Նախատեսվել են մի շարք փոփոխություններ ևս:
