Կստեղծվի Սպորտի կառավարման կենտրոն. նախագիծ․ «Փաստ»

«Փաստ» օրաթերթը գրում է.
Կրթության, գիտության, մշակույթի և սպորտի նախարարությունն առաջարկում է հիմնադրել «Սպորտի կառավարման կենտրոն» ՓԲԸ: Ընկերությունն իրականացնելու է սպորտի զարգացմանը միտված տարբեր ծրագրեր: Հանրային քննարկման ներկայացված նախագծում նշվում է, որ ներկայում Հայաստանի Հանրապետությունում պետական և համայնքային ենթակայությամբ գործում է ընդհանուր թվով 174 մանկապատանեկան մարզադպրոց, այդ թվում՝ 4 մարզական ՀԿ իրենց ենթակառուցվածքներով: Սակայն, ըստ նախարարության, դրանք, որպես ՊՈԱԿ-ներ և ՀՈԱԿ-ներ, չեն կարող կառավարվել «Սպորտի կառավարման կենտրոնի» կողմից: Ներկայում չկա ուսումնամարզական կենտրոն, որը կհամակարգի հանրապետությունում գոյություն ունեցող, նաև հետագայում կառուցվող և կառուցվելիք մարզակառույցները:
Իր իսկ նշանակությամբ ամբողջովին չի օգտագործվում Մանանդյան 41 հասցեի մարզահամալիրը, այդ թվում՝ մարզադաշտը և կից մարզադահլիճները: Ուստի, Սպորտի կառավարման կենտրոնը պետք է դառնա այն միասնական մասնագիտացված կառավարչական կենտրոնը, որը կկառավարի հանրապետությունում կառուցվող և կառուցվելիք մարզակառույցները, այդ թվում՝ յուրաքանչյուր մարզում նախատեսված արագ հավաքվող թեթև մետաղական կոնստրուկցիաներով մարզադահլիճները, ֆիզիկական կուլտուրայի և սպորտի ոլորտների 2023-2030 թթ. ռազմավարության նախագծով յուրաքանչյուր մարզում նախատեսված մարզահամալիրները, Լոռու մարզի Շամուտ գյուղում կառուցվելիք ըմբշամարտի մարզաբազան, Մանանդյան փողոց 41 հասցեի մարզահամալիրը և կառուցվելիք այլ մարզական օբյեկտներ:
Կստեղծվի կառավարման խորհուրդ, որի կազմում կընդգրկվեն ԿԳՄՍ նախարարը, նախարարի՝ սպորտի ոլորտը համակարգող տեղակալը, մեկական ներկայացուցիչ ֆինանսների, տարածքային կառավարման և ենթակառուցվածքների նախարարություններից և մարզաշխարհից: Խորհուրդը կընտրի գործադիր մարմնի ղեկավար և նրան կտա կոմերցիոն գործունեություն ծավալելու քվոտա: Առաջին փուլում ընկերությանը կհանձնվի Մանանդյան 41 հասցեում տեղակայված մարզահամալիրը և Ջրառատում կառուցվող Սիմոն Մարտիրոսյանի անվան մարզակառույցը: Հետագայում դրանում կընդգրկվեն նաև կառուցվող և կառուցվելիք այլ մարզահամալիրներ: Ընկերության եկամուտները կգոյանան նշված մարզակառույցների վարձակալության գումարներից՝ վճարովի մարզական խմբերի, տարբեր մարզաձևերի մարզական միջոցառումների ու հավաքների անցկացման վարձավճարներից:
