«Փաստ» օրաթերթը գրում է.

Արդարադատության նախարարությունն առաջարկում է փոփոխություններ և լրացումներ կատարել 2010 թ. սեպտեմբերի 9-ի N 1251-Ն որոշման մեջ: Նշվում է, որ այդ որոշմամբ կարգավորված են նաև ՀՀ-ում հավատարմագրված (ռեզիդենտ) դիվանագիտական առաքելություններին, միջազգային կազմակերպություններին, դիվանագիտական ներկայացուցչություններին, հյուպատոսական հիմնարկներին, դիվանագիտական գործակալներին պատկանող տրանսպորտային միջոցների հաշվառման, հաշվառումից հանելու կարգը, տրանսպորտային միջոցների հաշվառման համարանիշերի տեսակները, դրանց ներկայացվող պահանջները, վերջիններիս տրանսպորտային միջոցներին հատկացվող համարանիշերի հաշվառման, հատկացման կարգը և այլն:

Որոշման 2-րդ հավելվածի 28-29-րդ կետերի համաձայն՝ ՀՀ-ում հավատարմագրված դիվանագիտական առաքելություններին, միջազգային կազմակերպություններին, դիվանագիտական ներկայացուցչություններին, հյուպատոսական հիմնարկներին պատկանող տրանսպորտային միջոցները հաշվառվում են այդ կազմակերպությունների անվանմամբ և հաշվառումից հանվում՝ ՀՀ ԱԳՆ կողմից տրված հայտի հիման վրա: Որոշման 12-րդ հավելվածի 15-րդ կետի համաձայն՝ ՀՀ-ում հավատարմագրված դիվանագիտական առաքելությունների, միջազգային կազմակերպությունների՝ դիվանագիտական ներկայացուցչությունների և հյուպատոսական հիմնարկների տրանսպորտային միջոցներին կարմիր հիմնագույնի համարանիշերը, ինչպես նաև ՄԱԿ-ի հայաստանյան ներկայացուցչության տրանսպորտային միջոցներին երկնագույն հիմնագույնի համարանիշերը հատկացվում են ՀՀ արտաքին գործերի նախարարության հայտի հիման վրա:

Ընդ որում, լատիներեն «D» տառը պարունակող կարմիր հիմնագույնի համարանիշերը հատկացվում են ներկայացուցչության դիվանագիտական կազմին, իսկ լատիներեն «T» տառը պարունակող կարմիր հիմնագույնի համարանիշերը՝ տեխնիկական անձնակազմին սպասարկող տրանսպորտային միջոցներին: Սակայն նույն որոշմամբ սահմանված չեն համանման դրույթներ պատվավոր հյուպատոսների մասով: Նախագծով առաջարկվում է սահմանել նաև պատվավոր հյուպատոսներին պատկանող տրանսպորտային միջոցների հաշվառման և հաշվառումից հանելու կարգին առնչվող դրույթներ, սահմանել վերջիններիս հատկացվող հաշվառման համարանիշերի տեսակները՝ հստակ կանոնակարգելով, որ վերջիններիս տրանսպորտային միջոցներին հատկացվելու են լատիներեն «H» տառը պարունակող կարմիր հիմնագույնի համարանիշեր, ընդ որում՝ յուրաքանչյուր պատվավոր հյուպատոսի մասով հատկացվելու է մեկական կարմիր հիմնագույնի համարանիշ։
